Latest News 7 August 2015, Renew Economy, Cheaper renewables force closure of NZ’s last coal-fired power units. Utility-scale coal-fired power generation will soon be a thing of the past in New Zealand, after local gentailer Genesis Energy said it would close the last two coal-burning units at its coal and gas Huntly power station in Waikato, on the North Island, due to falling demand and lower-cost renewables. Stuff.co.nz reports that the 953MW plant’s remaining two coal-burning units – the two others have already been retired – will be shut down in 2018, after running “at the margin of the market” for a number of years, according to Genesis. Indeed, the gentailer said it had been on track to retire the four coal/gas fired “Rankine” units – which were commissioned in the early 1908s, when they were seen as less expensive than building extra hydropower – since 2009. “The development of lower cost renewable generation, principally wind and geothermal, investment in the HVDC link (the Cook Strait cable), and relatively flat growth in consumer and industrial demand for electricity have combined to reinforce the decision to retire the remaining Rankine units, which will deliver further operational efficiencies to Genesis Energy,” said Genesis chief executive Albert Brantley. Closure of the coal units – which Genesis said would mark the end of large scale coal-fired generation in New Zealand – is expected to produce operational and capital cost savings for the company of approximately $20 to $25 million a year. The shuttering of the coal plants has been welcomed by NZ green groups, and – in stark contrast to Australian PM, Tony Abbott, and his response to the likely abandonment of the proposed Adani mega-coal mine project in Queensland – even by NZ Prime Minister John Key, who is reportedly “unsurprised” by the closures. “I mean, in a lot of ways it’s unsurprising because the costs actually for Genesis, with the ETS and the likes, means that probably in the long-term coalfire power plants aren’t the most sensible plants to have,” Key said. “From New Zealand’s emissions perspective, this is actually probably a good thing.” Read More here 5 August 2015, The Nation, eborah Lawrence had been watching a once-empty parking lot near Midland-Odessa, Texas, fill up with idled drilling rigs usually at work plumbing for oil in the nearby Permian Basin. In January she noticed 10 rigs, then 17 a few weeks later. As winter turned to spring, the number climbed to 35. That trend has continued across the country. By the end of July, the nationwide rig count had slipped D54 percent since the same time a year ago, indicating distress in the oil and gas industry. The most obvious culprit is the precipitous drop in crude prices. But the trouble goes deeper, as Lawrence knows—and she isn’t just a casual observer. Lawrence is a former Wall Street financial consultant who now runs the Energy Policy Forum, helping to identify and analyze trends in the industry. The Washington Post recently interviewed billionaire political activist and fossil fuel titan Charles Koch. He and his brother David have been doing a public relations tour in response to repeated criticisms of their political activities, including funding groups that reject climate science and oppose climate policy. Below is a brief examination of Charles Koch’s answers to two questions on climate policy and climate science. It’s clear to me that he would benefit immensely from a meeting with climate researchers. It would also be good for him to sit down with former Rep. Bob Inglis (R-S.C.) and other conservative leaders who are interested in developing climate policy alternatives to EPA regulations. Koch runs through a litany of debunked and suspect claims about the economic effects of the Clean Power Plan, which was just finalized yesterday. Read More here 5 August 2015, Renew Economy, Australia still subsidising fossil fuels at rate of $1,712 per person a year. In a week punctuated by heavy criticism of financial support for renewable energy in Australia, a report from the International Monetary Fund has reminded us that the age of entitlement for fossil fuels never really ended, with subsidies to the sector averaging at around $US1,000 a year for every citizen living in the G20 group of the world’s leading economies. New figures from the IMF have revealed that Australia still provides $US1,260 per head – or $A1,712 – in fossil fuel subsidies in 2015, while the US – the second-worst offender (in dollars), behind China – provides $US700 billion a year, equivalent to $2,180 for every American. The report finds that the bulk of energy subsidies in most countries are due to undercharging for domestic environmental damage, including local air pollution – especially in countries with high coal use and high population exposure to emissions – and broader externalities from vehicle use like traffic congestion and accidents. “In many top subsidisers in percent of GDP and in per capita terms, these also reflect the setting of domestic energy prices below their supply cost.” The rest of the IMF estimates for 2015 come from payments, tax breaks and cut-price fuel. The IMF, which published a global estimate – $5.3 trillion a year – of fossil fuel subsidies in May, calculates that ending fossil fuel subsidies would slash global carbon emissions by 20 per cent. It has also estimated that this would lead to a 50 per cent cut in premature deaths caused by air pollution, while also being an economic “game-changer” for many countries, freeing up much needed funds. For advanced economies, like Australia, the IMF estimates eradicating fossil fuel subsidisation would gain enough revenue to halve corporate income tax or cover one quarter of public health spending. Read More here 6 June 2018, Climate Central, Global Conveyer Belt: Ocean Current Slowing. June 8 is World Oceans Day, a time to raise awareness about the importance of the oceans to our planet. Ocean currents and broader circulations move vast amounts of water around the world, redistributing heat and energy, and helping regulate the global climate. Wind-driven currents like the cold California Current and the warm Gulf Stream are drivers of local climates. But a larger ocean circulation caused by differences in temperature and salinity drives even greater amounts of water around the world. This thermohaline circulation, also known as the global ocean conveyor belt, involves both surface and deep water throughout the global ocean. But the conveyor appears to be slowing down. Fresh water from the melting Greenland ice sheet is running into the North Atlantic, decreasing the salinity of the ocean there so the water does not sink as much. Reconstructions from corals in combination with global simulations indicate the conveyor is slowing, with one estimate indicating a 15 percent slowing of the conveyor since the middle 20th century. This slowing circulation means less heat is transported into the North Atlantic, so the water there is colder, and this leaves the warmer water to dwell longer in the western Atlantic. The warming water can add additional fuel to coastal storms along the East Coast of the U.S., and its slower movement means higher sea levels there, as the slower speed effectively piles up water along the coastline. The conveyor also brings nutrient-rich water into the Atlantic from the deeper waters of the Southern Ocean, so the slowdown diminishes the supply of these nutrients that aid the growth of seaweed and algae, which are among the components at the base of the ocean food web. The chance of limiting human-induced global warming to less than 2 degrees is rapidly disappearing as carbon emissions again ramp up in China while reductions in the US and elsewhere stall, scientists say. Data from the CSIRO’s Global Carbon Project indicates greenhouse gas emissions in China accelerated to 1.5 per cent growth last year. China is now responsible for about a third of the world’s carbon emissions. “That was quite significant growth for China because we had seen almost three years of little or no increase,” the project’s director, Pep Canadell, told Fairfax Media. Early indications are that 2018 could see an even larger rise, with China’s carbon emissions in the first quarter jumping 4 per cent alone, according to a Greenpeace analysis. 2017’s increase was partly caused by a revival of China’s reliance on heavy industrial growth to prop up the economy, and a drop in hydro electric generation amid poor rainfall, Dr Canadell said. This year’s growth, though, is also being spurred by a pick-up in the global economy. Read more here 4 June 2018, The Guardian, ‘No doubt our climate is getting warmer,’ Malcolm Turnbull says. Malcolm Turnbull, on a tour of drought-stricken areas in New South Wales and Queensland, has declared there is “no doubt that our climate is getting warmer”. Flanked by Nationals on Monday in Trangie, Turnbull acknowledged climate change remained a live political debate but he said: “I don’t know many people in rural New South Wales that I talk to that don’t think the climate is getting drier and rainfall is becoming more volatile.” The minister for agriculture, David Littleproud, said the last agricultural ministerial council had agreed to help transition farmers into a changing environment and a changing climate. The south-east of Australia this year has experienced record high temperatures during an unseasonably dry and hot autumn, prompting fire bans and warnings from authorities. In its latest winter outlook, the Bureau of Meteorology is forecasting warmer and drier than average conditions across large parts of the country. It suggests winter rainfall is likely to be below average for NSW, South Australia, northern Victoria and western parts of Western Australia. The bureau says the dry is likely to be particularly intense in areas around the Murray-Darling Basin and in eastern NSW, with a 70-80% chance of below average rainfall. “Elsewhere around the country, the chances of exceeding average rainfall are roughly 50%,” the new forecast said. In case anyone wondered, this is how the world ends: with the cutest, progressivest, boybandiest leader in the world going fully in the tank for the oil industry. Justin Trudeau’s government announced on Tuesday that it would nationalize the Kinder Morgan pipeline running from the tar sands of Alberta to the tidewater of British Columbia. It will fork over at least $4.5bn in Canadian taxpayers’ money for the right to own a 60-year-old pipe that springs leaks regularly, and for the right to push through a second pipeline on the same route – a proposal that has provoked strong opposition.That opposition has come from three main sources. First are many of Canada’s First Nations groups, who don’t want their land used for this purpose without their permission, and who fear the effects of oil spills on the oceans and forests they depend on. Second are the residents of Canada’s west coast, who don’t want hundreds of additional tankers plying the narrow inlets around Vancouver on the theory that eventually there’s going to be an oil spill. And third are climate scientists, who point out that even if Trudeau’s pipeline doesn’t spill oil into the ocean, it will spill carbon into the atmosphere. Lots of carbon: Trudeau told oil executives last year that “no country would find 173bn barrels of oil in the ground and just leave it there”. That’s apparently how much he plans to dig up and burn – and if he’s successful, the one half of 1% of the planet that is Canadian will have awarded to itself almost one-third of the remaining carbon budget between us and the 1.5 degree rise in temperature the planet drew as a red line in Paris. There’s no way of spinning the math that makes that okay – Canadians already emit more carbon per capita than Americans. Hell, than Saudi Arabians. Read more here 27 January 2025, Carbon Brief: A record surge of clean energy kept China’s carbon dioxide (CO2) emissions below the previous year’s levels in the last 10 months of 2024. However, the new analysis for Carbon Brief, based on official figures and commercial data, shows the tail end of China’s rebound from zero-Covid in January and February, combined with abnormally high growth in energy demand, stopped CO2 emissions falling in 2024 overall. While China’s CO2 output in 2024 grew by an estimated 0.8% year-on-year, emissions were lower than in the 12 months to February 2024. Other key findings of the analysis include: As ever, the latest analysis shows that policy decisions made in 2025 will strongly affect China’s emissions trajectory in the coming years. In particular, both China’s new commitments under the Paris Agreement and the country’s next five-year plan are being prepared in 2025. For the third year in a row, global carbon dioxide emissions from fossil fuels and industry have barely grown, while the global economy has continued to grow strongly. This level of decoupling of carbon emissions from global economic growth is unprecedented.Global CO₂ emissions from the combustion of fossil fuels and industry (including cement production) were 36.3 billion tonnes in 2015, the same as in 2014, and are projected to rise by only 0.2% in 2016 to reach 36.4 billion tonnes. This is a remarkable departure from emissions growth rates of 2.3% for the previous decade, and more than 3% during the 2000’s. To Read More and download report The 2006 UK government commissioned Stern Commission Review on the Economics of Climate Change is still the best complete appraisal of global climate change economics. The review broke new ground on climate change assessment in a number of ways. It made headlines by concluding that avoiding global climate change catastrophe was almost beyond our grasp. It also found that the costs of ignoring global climate change could be as great as the Great Depression and the two World Wars combined. The review was (still is) in fact a very good assessment of global climate change, which inferred in 2006 that the situation was a global emergency. Read More here The Garnaut Climate Change Review was commissioned by the Commonwealth, state and territory governments in 2007 to conduct an independent study of the impacts of climate change on the Australian economy. Prof. Garnaut presented The Garnaut Climate Change Review: Final Report to the Australian Prime Minister, Premiers and Chief Ministers in September 2008 in which he examined how Australia was likely to be affected by climate change, and suggested policy responses. In November 2010, he was commissioned by the Australian Government to provide an update to the 2008 Review. Economist and climate change advisor Professor Ross Garnaut has delivered a withering critique of Australia’s economic policies and investment patterns, saying the cost of misguided over-investment in the recent mining boom would likely outweigh the cost of climate action over the next few decades. Read More here Live generation of electricity by fuel type Fossil Fuel Subsidies – The Age of entitlement continues 24 June 2014, Renew Economy, Age of entitlement has not ended for fossil fuels: A new report from The Australia Institute exposes the massive scale of state government assistance, totalling $17.6 billion over a six-year period, not including significant Federal government support and subsidies. Queensland taxpayers are providing the greatest assistance by far with a total of $9.5 billion, followed by Western Australia at $6.2 billion. The table shows almost $18 billion dollars has been spent over the past 6 years by state governments, supporting some of Australia’s biggest, most profitable industries, which are sending most of the profits offshore. That’s $18 billion dollars that could have gone to vital public services such as hospitals, schools and emergency services. State governments are usually associated with the provision of essential services like health and education so it will shock taxpayers to learn of the massive scale of government handouts to the minerals and fossil fuel industries. This report shows that Australian taxpayers have been misled about the costs and benefits of this industry, which we can now see are grossly disproportionate. Each state provides millions of dollars’ worth of assistance to the mining industry every year, with the big mining states of Queensland and Western Australia routinely spending over one billion dollars in assistance annually. The Canadian tar sands is among the most carbon-intensive, highest-cost sources of oil in the world. Even prior to the precipitous drop in global oil prices late last year, three major projects were cancelled in the sector with companies unable to chart a profitable path forward. Since the collapse in global oil prices, the sector has been under pressure to make further cuts, leading to substantial budget cuts, job losses, and a much more bearish outlook on expansion projections in the coming years. At present, the Victorian unconventional gas industry is at a very early stage. It is not yet known whether there is any coal seam gas or shale gas in Victoria and, if there is, whether it would be economically viable to extract it. A moratorium on fracking has been in place in Victoria since August 2012 while more information is gathered on potential environmental risks posed by the industry. The parts of Victoria with the highest potential for unconventional gas are the Gippsland and Otway basins. Notably, tight gas has been located near Seaspray in Gippsland but is not yet being produced. There is a high level of community concern in regard to the potential impact an unconventional gas industry could have on agriculture in the Gippsland and Otway regions. Read More here 28 January 2015, ABC News, Coal seam gas exploration: Victoria’s fracking ban to remain as Parliament probes regulations: A ban on coal seam gas (CSG) exploration will stay in place in Victoria until a parliamentary inquiry hands down its findings, the State Government has promised. There is a moratorium on the controversial mining technique, known as fracking, until the middle of 2015. The Napthine government conducted a review into CSG, headed by former Howard government minister Peter Reith, which recommended regulations around fracking be relaxed. Labor was critical of the review, claiming it failed to consult with farmers, environmental scientists and local communities. The public hearings have not yet started, however the Terms of Reference have been released. The state government’s promised Inquiry into Unconventional Gas has now been formally announced, with broad terms of reference (TOR). FoE’s response to the TOR is available here. The Upper House Environment and Planning Committee will manage the Inquiry. You can find the Inquiry website here. The final TOR will be determined by the committee. Significantly, it is a cross party committee. The Chair is a Liberal (David Davis), and there is one National (Melinda Bath), one Green (Samantha Dunn), three from the ALP (Gayle Tierney, Harriet Shing, Shaun Leane), an additional MP from the Liberals (Richard Dalla-Riva), and one MP from the Shooters Party (Daniel Young). Work started by the previous government, into water tables and the community consultation process run by the Primary Agency, will be released as part of the inquiry.The moratorium on unconventional gas exploration will stay in place until the inquiry delivers its findings. The interim report is due in September and the final report by December. There is the possibility that the committee will amend this timeline if they are overwhelmed with submissions or information. Parliament will then need to consider the recommendations of the committee and make a final decision about how to proceed. This is likely to happen when parliament resumes after the summer break, in early 2016. However, for Australia the exposure is high, time is needed for transition and the new industry opportunities are significant: 1. Energy Infrastructure: Australia spends $5-10bn pa on electricity / grid sector, much of it a regulated asset base that all ratepayers fund much of it stranded. BNEF estimate of Australia’s renewable energy infrastructure investment for 2015-2020 was cut 30% from A$20bn post RET. Lost opportunities. 2. Direct employment: The ABS shows a fall of ~20k from the 2012 peak of 70K from coal mining across Australia, and cuts are ongoing. Indirect employment material. 3. Terms of trade: BZE estimates the collapse in the pricing of iron ore, coal and LNG cuts A$100bn pa from Australia’s export revenues by 2030, a halving relative to government budget estimates of 2013/14. Coal was 25% of NSW’s total A$ value of exports in 2013/14 (38% of Qld). Australia will be #1 globally in LNG by 2018. 4. 3 May 2016, Carbon Brief, The global coal trade doubled in the decade to 2012 as a coal-fueled boom took hold in Asia. Now, the coal trade seems to have stalled, or even gone into reverse. This change of fortune has devastated the coal mining industry, with Peabody – the world’s largest private coal-mining company – the latest of 50 US firms to file for bankruptcy. It could also be a turning point for the climate, with the continued burning of coal the biggest difference between business-as-usual emissions and avoiding dangerous climate change. Germany’s “Energiewende”, which translates as energy transition, conjures up images of bright, sunlit fields scattered with wind turbines and solar panels. But to its critics, it is a story of continued reliance on coal. Both stories are illustrated in Carbon Brief’s new interactive map of Germany’s electricity generating capacity. Our series of charts show how the coal problem reveals the challenge of decarbonising heat, transport and industry – issues that have remained largely hidden in countries such as the UK. Carbon Brief has also published a timeline tracking the history of the Energiewende and the German government’s attempts to secure its future. German energy in 2016 In common with many other rich nations, Germany’senergy use is in decline, even as its economy grows. (There have been ups and downs: the first half of 2016 saw energy use increase by nearly 2% year-on-year). Germany used 320 million tonnes of oil equivalent (Mtoe) in 2015, the same amount as in 1975. UK energy use has fallen even further, and is now at 1960s levels. (To clarify, this is referring to all energy used by the countries, not just electricity.) Oil overtook coal as Germany’s number one fuel in the early 1970s and today accounts for more than a third of the total. Coal use roughly halved between 1965 and 2000. November 2014 – The Fossil Fuel Bailout: G20 subsidies for oil, gas and coal exploration report: Governments across the G20 countries are estimated to be spending $88 billion every year subsidising exploration for fossil fuels. Their exploration subsidies marry bad economics with potentially disastrous consequences for climate change. In effect, governments are propping up the development of oil, gas and coal reserves that cannot be exploited if the world is to avoid dangerous climate change. This report documents, for the first time, the scale and structure of fossil fuel exploration subsidies in the G20 countries. The evidence points to a publicly financed bailout for carbon-intensive companies, and support for uneconomic investments that could drive the planet far beyond the internationally agreed target of limiting global temperature increases to no more than 2ºC. It finds that, by providing subsidies for fossil fuel exploration, the G20 countries are creating a ‘triple-lose’ scenario. They are directing large volumes of finance into high-carbon assets that cannot be exploited without catastrophic climate effects. They are diverting investment from economic low-carbon alternatives such as solar, wind and hydro-power. And they are undermining the prospects for an ambitious climate deal in 2015. The report said that the United States and Australia paid the highest level of national subsidies for exploration in the form of direct spending or tax breaks. Overall, G20 country spending on national subsidies was $23 billion. In Australia, this includes exploration funding for Geoscience Australia and tax deductions for mining and petroleum exploration. The report also classifies the Federal Government’s fuel rebate program for resources companies as a subsidy.
