Latest News r ageing populations could help slow greenhouse emissions: finally -something good about being a Baby Boomer! In many parts of the world, and particularly in developed countries, populations are getting older. Of the baby boomers (born between 1945 and 1965), the oldest are now well into their sixties, and in their lifetimes fertility rates have fallen while life expectancies have climbed… Population ageing will put significant pressure on the fiscal policies of governments around the world. Healthcare and pension systems are expected to bear the brunt, while ageing populations will shrink the labour force, putting downward pressure on economic productivity. But what if there’s an upside for the environment? My recent research has found that, in rich countries at least, ageing populations might help to drive down greenhouse gas emissions. Pressure on Abbott’s coal strategy as G7 signals end of fossil fuels: Less than a month after the Abbott government committed billions of dollars in funding to prop up Australia’s coal industry, the world’s major G7 democracies have set a deadline for weaning their economies off carbon intensive fuel sources like coal, oil and gas – and to help developing countries do the same – offering one of the clearest signals yet that the age of fossil fuels is coming to an end. At the close of the weekend Summit in Germany, the leaders of the Group of Seven nations – Canada, France, Germany, Italy, Japan, the UK and the US – pledged in a communique to develop long-term strategies to combat climate change, including abandoning fossil fuels by the end of the century. Read More here 8 June 2015 Energy Post, Going for gas: the risky strategy of the world’s largest companies: They are the biggest companies in the world and they are making a huge bet: they are staking their – and our – future on natural gas. At the World Gas Conference in Paris, the major oil companies all avowed their belief that gas will be the world’s “fuel of choice”, because it is “the cleanest fossil fuel”, “abundant” and “competitive”. But Karel Beckman argues they are overstating the case for gas. And may even be betting on the wrong horse. “The question before us today defines our industry and perhaps our society in the 21st Century.” The “question” that Robert Franklin, President of Exxon Mobil’s Gas and Power Marketing Company, was referring to, during a panel debate at the World Gas Conference in Paris (1-5 June), was that of “how to meet the world’s energy demand while reducing the risk of climate change”. The answer to both sides of this question, he said, increasingly was: natural gas. Franklin was not alone. At the 26th edition of their triennial global gathering, the gas industry made it abundantly clear that they believe gas is the foremost solution to the world’s energy problems. Read More here 24 March 2016, Renew Economy, Five things we learned about Malcolm’s attempts not to be Tony. Plus ça change. The more it changes, the more it stays the same. And that ageless expression seems to apply with Malcolm Turnbull’s desperate efforts to convince people that he is not Tony Abbott, that he is not the sword carrier for Abbott’s policies as his predecessor suggests, and that he is not a slave to the conservative rump of his party. This week, Turnbull turned to clean energy to show that his spots are not the same as Abbott’s. If publicity and headlines are the main indicators, it has been a smashing success. Mainstream media has lapped it up: “PM’s climate of change,” hoorayed Fairfax. “Coalition saves two clean energy funds,” chorused the ABC. “PM tilts at green windmills,” booed the Murdoch media. (That editorial is probably worth a complete dissection on its own, so many errors, misconceptions and prejudices in such a few short paragraphs, but time is not infinite). But what really happened this week? In the face of opposition in the Senate, Turnbull bowed to the inevitable and decided to keep the Clean Energy Finance Corporation. That is good. And that is change. The CEFC – once decried by its newest biggest supporter, environment minister Greg Hunt as a great big green hedge fund – has been behind many of the most important new clean energy projects and initiatives in the country, underwriting finance for large-scale solar projects, innovative solar thermal installations, battery storage trials, and any amount of energy efficiency and rooftop solar support. And in doing this it has also delivered a significant return to the government. Hunt should now feel free to turn up at one of its project openings. Turnbull then took $1 billion out of the CEFC kitty and rebadged it with his favourite buzzword, “innovation” and claimed the creation of a “new” thing called the “Clean Energy Innovation Fund”. But it does not represent new funding. Read More here 23 March 2016, Energy Post, Dispelling the nuclear baseload myth: nothing renewables can’t do better. The main claim used to justify nuclear is that it’s the only low carbon power source that can supply ‘reliable, base load electricity. But not only can renewables supply baseload power, they can do something far more valuable: supply power flexibly according to demand, writes Mark Diesendorf, Associate Professor of Interdisciplinary Environmental Studies at UNSW Australia. That, says Diesendorf, makes nuclear power really redundant. We have all heard the claim. We need nuclear power because, along with big hydropower, it’s the only low carbon generation technology that can supply ‘reliable baseload power’ on a large scale. For example, the UK Energy Secretary Amber Rudd, attempted to justify the decision to build the proposed Hinkley Point C nuclear power station on the grounds that “we have to secure baseload electricity.” Similarly, former Australian Industry Minister Ian Macfarlane recently claimed at a uranium industry conference: “Baseload, zero emission, the only way it can be produced is by hydro and nuclear.” Underlying this claim are three key assumptions. First, that baseload power is actually a good and necessary thing. In fact, what it really means is too much power when you don’t want it, and not enough when you do. What we need is flexible power (and flexible demand too) so that supply and demand can be matched instant by instant. Read More here 23 March 2016, Renew Economy, Turnbull’s sleight of hand on clean energy investment. Prime Minister Malcolm Turnbull has put his own stamp on clean energy investment in Australia, dumping Coalition plans to scrap the Clean Energy Finance Corporation, but announcing new plans to essentially de-fund the Australian Renewable Energy Agency and replace it with a new “Clean Energy Innovation Fund.” The retention of the CEFC will be welcome and signals a potential shift from the anti-renewable policy stance of the Abbott regime that preceded him. But the move to de-fund ARENA and create a “new” fund using money already allocated to the CEFC is nothing but a sleight of hand, and an elaborate ruse by Turnbull to save more than a $1.3 billion and get his new pet-word “innovation” included in a financing scheme. It may also be designed to meet Australia’s Paris commitment to invest “new money” in clean energy innovation. But the move may back-fire, because although the new set-up will continue to support near commercial projects, the technologies and ideas at the formative stage of the innovation process may be left stranded, without funding. According to the former chairman of ARENA, Greg Bourne, Australian innovation may move overseas to get the necessary support. So much for the innovation nation. The Turnbull government has been showing less interest in ARENA, and its cost to the budget, and over the last few months has allowed not renewed contracts for directors, and allowed it to narrow to a single director, the head of Greg Hunt’s environment department. ARENA will continue to manage its current projects, and complete its $100 million funding program for large scale solar projects. But after that its funding will be stopped and it will effectively be morphed – along with its staff – into an annexe of the CEFC and the new fund. Under the new plan hatched by Turnbull and Hunt, ARENA’s grants-based funding strategy will be replaced by “innovative” finance such as debt and equity funding – effectively lending money and buying shares in the investments. Australian Prime Minister Malcolm Turnbull on Wednesday said the country would establish a A$1 billion ($761.60 million) clean-energy innovation fund, in a major departure from his predecessor’s much maligned approach to combating climate change. Conservative former Prime Minister Tony Abbott was criticized by environmental groups for lagging behind other advanced economies when he announced cuts to Australia’s greenhouse gas emissions last year. Abbott, a climate change skeptic who was ousted in a party coup by Turnbull in September, also faced criticism for his strong support for the coal industry and for scrapping an ambitious carbon tax and emissions trading plan in 2014. Turnbull said the new fund would focus on investing in high-tech clean energy technologies. “What that is going to do is every year invest A$100 million in the smartest, most cutting edge Australian clean-energy technologies and businesses to ensure that we … play our part in cracking the very hard problems, the challenging technical difficulties that we face in terms of reducing emissions,” he told reporters. Abbott pledged that the world’s largest exporter of coal and iron ore would cut emissions by 26-28 percent of 2005 levels by 2030, a target he submitted as part of negotiations on a global climate deal in Paris last year. Abbott also sought and failed to scrap the country’s Clean Energy Finance Corporation and the Australian Renewable Energy Agency, which Turnbull said on Wednesday would be retained. Australia is one of the largest carbon emitters on a per capita basis due to its reliance on coal-fired power plants, and critics say it has done little to match ambitious targets set by the United States and Europe. Chief scientist Alan Finkel says he deliberately avoided recommending national targets for hydrogen in Australia, as part of the National Hydrogen Strategy released last month, because it was unlikely he could get unanimous agreement from energy ministers. Speaking at a forum hosted by the Clean Energy Council in Sydney, Finkel said it was apparent there would be opposition to any hydrogen targets, so he instead focused on addressing some of the immediate barriers to building a hydrogen sector in Australia and addressing some of the skills and regulatory gaps. Finkel did not specify which ministers were opposed to the introduction of a national target for hydrogen, but suggested that there may have been opposition from federal ministers Angus Taylor (energy and emissions reductions) and Matt Canavan (resources). Scott Morrison and the big lie about climate change: does he think we’re that stupid? f all the horrors that might befall the burnt-out, the flooded, the cyclone-ravaged and the drought-stricken Australian this summer, perhaps none could be viewed with more dread than turning from their devastated home to see advancing on them a bubble of media in which enwombed is our prime minister, Scott Morrison, arriving, as ever, too late with a cuddle…. In Australia we are all now being treated as children, quietened Australians, most especially on the climate crisis. While the climate crisis has become Australians’ number one concern, both major parties play determinedly deaf and dumb on the issue while action and protest about the climate crisis is increasingly subject to prosecution and heavy sentencing…. In this regard, the climate crisis is a war between the voice of coal and the voice of the people. And that war is in Australia being won hands down by the fossil fuel industry. Which brings us back to that industry’s number one salesman, the prime minister, standing there in the ash in the manner of Humphrey B Bear on MDMA, as, mollied up, he pulls another victim in the early stages of PTSD into his shirt, his odour, his aura – such as it is – and holds them there perhaps just a little too long. Sometimes, at his most perplexing, he lets that overly large head loll on the victim’s shoulder and leaves it there. Prayers and thoughts naturally follow….All this theatre hides a deeply cynical calculation: that Australians will keep on buying the big lie, a lie given historic expression last Thursday morning when on national radio the prime minister declared that Australia’s unprecedented bushfires were unconnected to climate change…. And on this day, when Sydney was blanketed in bushfire smoke, when much of Victoria was declared code red, fires were burning out of control in South Australia, and “climate emergency” was declared word of the year by Oxford Dictionaries, Morrison said that “to suggest that at just 1.3% of emissions, that Australia doing something more or less would change the fire outcome this season – I don’t think that stands up to any credible scientific evidence at all”. This is an argument entirely in bad faith. Two days before saw the release of a major UN report that forecast Australia to be the sixth-largest producer of fossil fuels by 2030. Between 2005 and 2030 Australia’s extraction-based emissions from fossil fuel production will have increased by 95%. By 2040, according to the report, on current projections the world’s annual carbon emissions will be 41 gigatonnes, four times more than the maximum amount of 10 gigatonnes required to keep global heating below 1.5C. Read more here 20 November 2019, The Conversation, It’s hard to breathe and you can’t think clearly – if you defend your home against a bushfire, be mentally prepared. If you live in a bushfire-prone area, you’ll likely have considered what you will do in the event of a bushfire. The decision, which should be made well in advance of bushfire season, is whether to stay and actively defend a well-prepared property or to leave the area while it’s safe to do so. The emphasis in bushfire safety is on leaving early. This is the safest option. In “catastrophic” fire conditions, the message from NSW Rural Fire Service is that for your survival, leaving early is the only option. In other fire conditions, staying and defending requires accurately assessing the safety of your house and the surrounding environment, preparing your property in line with current best practice and understanding fire conditions. It also requires a realistic assessment of not just your personal physical capacity to stay and defend but also your psychological capacity. Why do people stay and defend? Our survey of people who experienced the 2017 NSW bushfires asked what they would do next summer if there were catastrophic conditions. Some 27% would get ready to stay and defend, and 24% said they would wait to see if there was a fire before deciding whether to stay and defend or leave. Animal ownership, a lack of insurance, and valuable assets such as agricultural sheds and equipment, are motivators for decisions to stay and defend. World’s governments plan to produce 120% more fossil fuels by 2030 than can be burned under 1.5°C warming, Nairobi, 20 November 2019 – The world is on track to produce far more coal, oil and gas than would be consistent with limiting warming to 1.5°C or 2°C, creating a “production gap” that makes climate goals much harder to reach, according to the first report to assess countries’ plans and projections for fossil fuel production. The Production Gap Report complements the UN Environment Programme (UNEP) Emissions Gap Report, which shows that country pledges fall short of the emission reductions needed to meet global temperature limits. Countries are planning to produce fossil fuels far in excess of the levels needed to fulfil their climate pledges under the Paris Agreement, which themselves are far from adequate. This overinvestment in coal, oil, and gas supply locks in fossil fuel infrastructure that will make emissions reductions harder to achieve. “Over the past decade, the climate conversation has shifted. There’s greater recognition of the role that the unfettered expansion of fossil fuel production plays in undermining climate progress,” said Michael Lazarus, a lead author on the report and the director of Stockholm Environment Institute’s US Center. “This report shows, for the first time, just how big the disconnect is between Paris temperature goals and countries’ plans and policies for coal, oil, and gas production. It also shares solutions, suggesting ways to help close this gap through domestic policies and international cooperation.” Read more here 27 January 2025, Carbon Brief: A record surge of clean energy kept China’s carbon dioxide (CO2) emissions below the previous year’s levels in the last 10 months of 2024. However, the new analysis for Carbon Brief, based on official figures and commercial data, shows the tail end of China’s rebound from zero-Covid in January and February, combined with abnormally high growth in energy demand, stopped CO2 emissions falling in 2024 overall. While China’s CO2 output in 2024 grew by an estimated 0.8% year-on-year, emissions were lower than in the 12 months to February 2024. Other key findings of the analysis include: As ever, the latest analysis shows that policy decisions made in 2025 will strongly affect China’s emissions trajectory in the coming years. In particular, both China’s new commitments under the Paris Agreement and the country’s next five-year plan are being prepared in 2025. For the third year in a row, global carbon dioxide emissions from fossil fuels and industry have barely grown, while the global economy has continued to grow strongly. This level of decoupling of carbon emissions from global economic growth is unprecedented.Global CO₂ emissions from the combustion of fossil fuels and industry (including cement production) were 36.3 billion tonnes in 2015, the same as in 2014, and are projected to rise by only 0.2% in 2016 to reach 36.4 billion tonnes. This is a remarkable departure from emissions growth rates of 2.3% for the previous decade, and more than 3% during the 2000’s. To Read More and download report The 2006 UK government commissioned Stern Commission Review on the Economics of Climate Change is still the best complete appraisal of global climate change economics. The review broke new ground on climate change assessment in a number of ways. It made headlines by concluding that avoiding global climate change catastrophe was almost beyond our grasp. It also found that the costs of ignoring global climate change could be as great as the Great Depression and the two World Wars combined. The review was (still is) in fact a very good assessment of global climate change, which inferred in 2006 that the situation was a global emergency. Read More here The Garnaut Climate Change Review was commissioned by the Commonwealth, state and territory governments in 2007 to conduct an independent study of the impacts of climate change on the Australian economy. Prof. Garnaut presented The Garnaut Climate Change Review: Final Report to the Australian Prime Minister, Premiers and Chief Ministers in September 2008 in which he examined how Australia was likely to be affected by climate change, and suggested policy responses. In November 2010, he was commissioned by the Australian Government to provide an update to the 2008 Review. This is one carbon budget that Australia has already blown. Economist and climate change advisor Professor Ross Garnaut has delivered a withering critique of Australia’s economic policies and investment patterns, saying the cost of misguided over-investment in the recent mining boom would likely outweigh the cost of climate action over the next few decades. Read More here Live generation of electricity by fuel type Fossil Fuel Subsidies – The Age of entitlement continues 24 June 2014, Renew Economy, Age of entitlement has not ended for fossil fuels: A new report from The Australia Institute exposes the massive scale of state government assistance, totalling $17.6 billion over a six-year period, not including significant Federal government support and subsidies. Queensland taxpayers are providing the greatest assistance by far with a total of $9.5 billion, followed by Western Australia at $6.2 billion. The table shows almost $18 billion dollars has been spent over the past 6 years by state governments, supporting some of Australia’s biggest, most profitable industries, which are sending most of the profits offshore. That’s $18 billion dollars that could have gone to vital public services such as hospitals, schools and emergency services. State governments are usually associated with the provision of essential services like health and education so it will shock taxpayers to learn of the massive scale of government handouts to the minerals and fossil fuel industries. This report shows that Australian taxpayers have been misled about the costs and benefits of this industry, which we can now see are grossly disproportionate. Each state provides millions of dollars’ worth of assistance to the mining industry every year, with the big mining states of Queensland and Western Australia routinely spending over one billion dollars in assistance annually. The Canadian tar sands is among the most carbon-intensive, highest-cost sources of oil in the world. Even prior to the precipitous drop in global oil prices late last year, three major projects were cancelled in the sector with companies unable to chart a profitable path forward. Since the collapse in global oil prices, the sector has been under pressure to make further cuts, leading to substantial budget cuts, job losses, and a much more bearish outlook on expansion projections in the coming years. Access Lock the Gate fact sheets here 2014: Parliament of Victoria Research Paper: Unconventional Gas: Coal Seam Gas, Shale Gas and Tight Gas: This Research Paper provides an introduction and overview of issues relevant to the development of unconventional gas – coal seam, shale and tight gas – in the Australian and specifically Victorian context. At present, the Victorian unconventional gas industry is at a very early stage. It is not yet known whether there is any coal seam gas or shale gas in Victoria and, if there is, whether it would be economically viable to extract it. A moratorium on fracking has been in place in Victoria since August 2012 while more information is gathered on potential environmental risks posed by the industry. The parts of Victoria with the highest potential for unconventional gas are the Gippsland and Otway basins. Notably, tight gas has been located near Seaspray in Gippsland but is not yet being produced. There is a high level of community concern in regard to the potential impact an unconventional gas industry could have on agriculture in the Gippsland and Otway regions. Read More here 28 January 2015, ABC News, Coal seam gas exploration: Victoria’s fracking ban to remain as Parliament probes regulations: A ban on coal seam gas (CSG) exploration will stay in place in Victoria until a parliamentary inquiry hands down its findings, the State Government has promised. There is a moratorium on the controversial mining technique, known as fracking, until the middle of 2015. The Napthine government conducted a review into CSG, headed by former Howard government minister Peter Reith, which recommended regulations around fracking be relaxed. Labor was critical of the review, claiming it failed to consult with farmers, environmental scientists and local communities. The state government’s promised Inquiry into Unconventional Gas has now been formally announced, with broad terms of reference (TOR). FoE’s response to the TOR is available here. The Upper House Environment and Planning Committee will manage the Inquiry. You can find the Inquiry website here. The final TOR will be determined by the committee. Significantly, it is a cross party committee. The Chair is a Liberal (David Davis), and there is one National (Melinda Bath), one Green (Samantha Dunn), three from the ALP (Gayle Tierney, Harriet Shing, Shaun Leane), an additional MP from the Liberals (Richard Dalla-Riva), and one MP from the Shooters Party (Daniel Young). Work started by the previous government, into water tables and the community consultation process run by the Primary Agency, will be released as part of the inquiry.The moratorium on unconventional gas exploration will stay in place until the inquiry delivers its findings. The interim report is due in September and the final report by December. There is the possibility that the committee will amend this timeline if they are overwhelmed with submissions or information. Parliament will then need to consider the recommendations of the committee and make a final decision about how to proceed. This is likely to happen when parliament resumes after the summer break, in early 2016. These areas are held by companies to undertake exploration activity. A small bond is held by government in case of any damage. Yellow areas: Mining Licences (MIN). A mining licence is granted with the expectation that mining will occur. A larger bond is paid to government. However, for Australia the exposure is high, time is needed for transition and the new industry opportunities are significant: 1. Energy Infrastructure: Australia spends $5-10bn pa on electricity / grid sector, much of it a regulated asset base that all ratepayers fund much of it stranded. BNEF estimate of Australia’s renewable energy infrastructure investment for 2015-2020 was cut 30% from A$20bn post RET. Lost opportunities. 2. Direct employment: The ABS shows a fall of ~20k from the 2012 peak of 70K from coal mining across Australia, and cuts are ongoing. Indirect employment material. 3. Terms of trade: BZE estimates the collapse in the pricing of iron ore, coal and LNG cuts A$100bn pa from Australia’s export revenues by 2030, a halving relative to government budget estimates of 2013/14. This change of fortune has devastated the coal mining industry, with Peabody – the world’s largest private coal-mining company – the latest of 50 US firms to file for bankruptcy. It could also be a turning point for the climate, with the continued burning of coal the biggest difference between business-as-usual emissions and avoiding dangerous climate change. November 2014 – The Fossil Fuel Bailout: G20 subsidies for oil, gas and coal exploration report: Governments across the G20 countries are estimated to be spending $88 billion every year subsidising exploration for fossil fuels. Their exploration subsidies marry bad economics with potentially disastrous consequences for climate change. In effect, governments are propping up the development of oil, gas and coal reserves that cannot be exploited if the world is to avoid dangerous climate change. This report documents, for the first time, the scale and structure of fossil fuel exploration subsidies in the G20 countries. The evidence points to a publicly financed bailout for carbon-intensive companies, and support for uneconomic investments that could drive the planet far beyond the internationally agreed target of limiting global temperature increases to no more than 2ºC. It finds that, by providing subsidies for fossil fuel exploration, the G20 countries are creating a ‘triple-lose’ scenario. They are directing large volumes of finance into high-carbon assets that cannot be exploited without catastrophic climate effects. They are diverting investment from economic low-carbon alternatives such as solar, wind and hydro-power. And they are undermining the prospects for an ambitious climate deal in 2015. The report said that the United States and Australia paid the highest level of national subsidies for exploration in the form of direct spending or tax breaks. Overall, G20 country spending on national subsidies was $23 billion. In Australia, this includes exploration funding for Geoscience Australia and tax deductions for mining and petroleum exploration. The report also classifies the Federal Government’s fuel rebate program for resources companies as a subsidy.
