Pressure on Abbott’s coal strategy as G7 signals end of fossil fuels: Less than a month after the Abbott government committed billions of dollars in funding to prop up Australia’s coal industry, the world’s major G7 democracies have set a deadline for weaning their economies off carbon intensive fuel sources like coal, oil and gas – and to help developing countries do the same – offering one of the clearest signals yet that the age of fossil fuels is coming to an end. At the close of the weekend Summit in Germany, the leaders of the Group of Seven nations – Canada, France, Germany, Italy, Japan, the UK and the US – pledged in a communique to develop long-term strategies to combat climate change, including abandoning fossil fuels by the end of the century. Read More here 8 June 2015 Energy Post, Going for gas: the risky strategy of the world’s largest companies: They are the biggest companies in the world and they are making a huge bet: they are staking their – and our – future on natural gas. At the World Gas Conference in Paris, the major oil companies all avowed their belief that gas will be the world’s “fuel of choice”, because it is “the cleanest fossil fuel”, “abundant” and “competitive”. But Karel Beckman argues they are overstating the case for gas. And may even be betting on the wrong horse. “The question before us today defines our industry and perhaps our society in the 21st Century.” The “question” that Robert Franklin, President of Exxon Mobil’s Gas and Power Marketing Company, was referring to, during a panel debate at the World Gas Conference in Paris (1-5 June), was that of “how to meet the world’s energy demand while reducing the risk of climate change”. The answer to both sides of this question, he said, increasingly was: natural gas. Franklin was not alone. At the 26th edition of their triennial global gathering, the gas industry made it abundantly clear that they believe gas is the foremost solution to the world’s energy problems. Read More here 5 June 2015, New York Times, OPEC, Keeping Quotas Intact, Adjusts to Oil’s New Normal (what world do these men live in!!): The Organization of the Petroleum Exporting Countries agreed to keep the oil pumping, with no change in its production quotas, at the group’s meeting here on Friday. Even though oil prices are about 40 percent lower than a year ago,OPEC decided to keep its output target at 30 million barrels a day in an effort to maintain market share and respond to robust production in the United States. The Qatari minister of energy and industry, Mohammed bin Saleh al-Sada, who presided over the meeting, told reporters after the gathering that the decision had been unanimous and that the 12-country group was confident that “both demand and supply were of a healthy nature.” Read More here 2 March 2016, Renew Economy, “Base load” power: a myth used to defend the fossil fuel industry. Last week, leading lights of the global fossil power industry gathered at a conference in Houston, Texas, for CERA, known in the sector as the “Davos of Energy”. They reportedly got the shock of their professional careers. They had invited the most senior executives from the biggest network owner (Chine State Grid Corp) in the biggest energy market in the world (China). The organisers fully expected their Chinese guest to endorse the “all of the above” marketing pitch, which is underpinning the “keep coal” campaign. No such luck. Despite prodding by leading oil industry commentator Daniel Yergin, the chairman of State Grid Liu Zhenya reportedly said the “fundamental solution was to accelerate clean energy, with the aim of replacing coal and oil.” Gasp number one. And then to more stunned silence, he and State Grid’s R&D chief Huang Han dismissed coal’s claim to be an indispensable source of “base load” generation. As the network operator builds out its clean power sources, they noted, coal-fired generators could only serve as “reserve power” to supplement renewables. “The only hurdle to overcome is ‘mindset’,” Liu said. “There’s no technical challenge at all.” The “base load” mindset, though, is a pretty big and powerful hurdle. Across the world it infests incumbent utilities, the coal and nuclear lobbies, conservative politicians, energy regulators, and many in mainstream media, who are clinging to the concept of “base load generation” as the last resort to try to ridicule wind, solar and other technologies. In Australia, which has more coal generation as a percentage of its energy supply than any other developed country, this perpetuation of this idea has reached fever pitch, particularly with the imminent exit of the large coal-fired power station in South Australia. But according to Tim Buckley, from the Institute of Energy Economics and Financial Analysis, the idea of “base load” generation as an essential part of the energy mix is becoming redundant, and turning into a myth dreamed up by the fossil fuel industry to protect its interests. “It’s as dangerous as the marketing term of “clean coal” and the idea that coal is “good for humanity”,” Buckley says. Read more here 1 March 2016, Jeremy Leggett, Big Oil faces courtroom showdown. ExxonMobil is being investigated by the Attorney’s General of New York and California with a view to criminal charges for securities fraud and racketeering over their stance on climate change. The ramifications are enormous for the course of the global energy transition. The oil and gas giant stands accused of lying to its shareholders for many years. On the one hand it professed that climate change was a green scaremongers’ invention, and paid many millions of dollars to organisations devoted to torpedoing the international climate negotiations that began in 1991. Meanwhile, on the other hand, it suppressed its own research proving the dangers of climate change, yet built assumptions of global-warming-driven sea-level rise into engineering of coastal and offshore infrastructure. In my book The Carbon War I documented much of what its lobbyists did and said in and around the climate negotiations through the 1980s and 1990s. I know the company is guilty of malfeasance. Now that ExxonMobil has finally been dragged into courtrooms, its problems are likely to escalate fast. Legal experts expect other States’ Attorneys General to launch suits. Presidential candidates Hilary Clinton and Bernie Sanders have called for the federal Attorney General to investigate. Class actions by investors will surely not be far behind. Existing investigative journalism makes it almost certain that other oil majors will soon stand accused with Exxon. Ongoing investigations will surely add to their legal woes, since Exxon and Mobil alumni are beginning to blow whistles. On top of this will come the evidence that subpoened internal communications will bring into the open. Fossil fuel use will have to fall twice as fast as predicted if global warming is to be kept within the 2°C limit agreed internationally as being the point of no return, researchers say. Climate scientists have bad news for governments, energy companies, motorists, passengers and citizens everywhere in the world: to contain global warming to the limits agreed by 195 nations in Paris last December, they will have to cut fossil fuel combustion at an even faster rate than anybody had predicted. Joeri Rogelj, research scholar at the International Institute for Applied Systems Analysis in Austria, and European and Canadian colleagues propose in Nature Climate Change that all previous estimates of the quantities of carbon dioxide that can be released into the atmosphere before the thermometer rises to potentially catastrophic levels are too generous. Instead of a range of permissible emissions estimates that ranged up to 2,390 billion tons from 2015 onwards, the very most humans could release would be 1,240 billion tons. Available levels In effect, that halves the levels of diesel and petrol available for petrol tanks, coal for power stations, and natural gas for central heating and cooking available to humankind before the global average temperature – already 1°C higher than it was at the start of the Industrial Revolution – reaches the notional 2°C mark long agreed internationally as being the point of no return for the planet. In fact, the UN Framework Convention on Climate Change summit in Paris agreed a target “well below” 2°C, in recognition of ominous projections − one of which was that, at such planetary temperatures, sea levels would rise high enough to submerge several small island states. The Nature Climate Change paper is a restatement of a problem that has been clear for decades. Carbon dioxide proportions in the atmosphere are linked to planetary surface temperatures and, as they rise, so does average temperature. For most of human history, these proportions oscillated around 280 parts per million. Read More here 25 February, Renew Economy, Coalition digs deeper into fossil fuels with new “growth centre”. The federal government has announced the establishment of a $15.4 million fossil fuel “growth centre”, to help prop up Australia’s oil, gas, coal and uranium sectors during what it describes as a “challenging time” for the industry. Part of the government’s $248 million Industry Growth Centres Initiative, the Oil, Gas and Energy Resources Growth Centre was unveiled on Wednesday by federal energy minister Josh Frydenberg and minister for innovation and industry, Christopher Pyne. The ministers said they hoped the facility – in which the Turnbull government is investing $15.4 million over four years – would help position Australia’s energy and resources sector for the next wave of investment. It will be chaired by long-time oil and gas industry executive, Ken Fitzpatrick, with a board and management team drawn from across the oil, gas, coal seam gas, coal and uranium industries. According to the website, the growth centre’s mission is to reduce industry costs, direct research to industry needs, improve work skills, facilitate partnerships and reduce regulatory burdens. It will also have a particular focus on improving knowledge and techniques needed to unlock Australia’s marginal gas resources like coal-seam gas – a controversial and high-cost field of exploration and production that AGL Energy recently ruled out of its repertoire to focus, instead, on the “evolution” of the energy industry. Pyne says the new growth centre – which will be known as National Energy Resources Australia, or NERA – will work closely with researchers from universities and the newly streamlined CSIRO, the irony of which was not lost on critics of the scheme. Read More here 3 June 2019, The Conversation, Explaining Adani: why would a billionaire persist with a mine that will probably lose money? By mid-June, if everything goes as expected, Adani Australia will receive the final environmental approvals for its proposed Carmichael coal mine and rail line development. Newspaper reports based on briefings from Adani suggest that, once the approvals are in place, the company could begin digging “within days”. On Friday the Queensland government approved Adani’s plan to protect a rare bird, apparently leaving it with just final regulatory hurdle: approval for its plan to manage groundwater. Its billboards in Brisbane read: “We can start tomorrow if we get the nod today”. But several big obstacles remain. Even after governments are out of the way, it will have to deal with markets and companies that aren’t keen on the project. Let me explain how to see through the spin on Australia’s rising greenhouse emissions figures. With the release today of Australia’s emissions data for the December 2018 quarter, federal energy and emissions reduction minister Angus Taylor has been more forthcoming than usual about the rising trend in Australia’s emissions. There’s one small issue, though. Despite Taylor’s comments in which he sought to explain away Australia’s 0.7% year-on-year rise in emissions as a product of increased gas investment, actual emissions in the December quarter were in fact down relative to the September 2018 quarter. This is due mainly to the fact that people use much more energy for heating in the July-September period than they do during the milder spring weather of October-December. Taylor, meanwhile, was discussing the “adjusted” data, which reveals an 0.8% increase between the two quarters. This might all sound like minor quibbling. But knowing the difference between quarterly and annual figures, and raw and adjusted data – and knowing what’s ultimately the most important metric – is crucial to understanding Australia’s emissions. And it might come in handy next time you’re listening to a politician discussing our progress (or lack thereof) towards tackling climate change. Tornadoes have been popping up every day in the U.S. as if coming off an assembly line. They’re part of an explosion of extreme weather events, including record flooding, record cold and record heat. Wednesday brought more of the same, with tornado watches in the Midwest and Atlantic seaboard and 37 million Americans facing an “enhanced” risk of severe weather, according to the National Weather Service. All of which raises the question: Is this climate change, or just an unusually bad year? For years, scientists have warned that climate change caused by human activity — primarily the burning of fossil fuels and the spike in atmospheric greenhouse gases — would make extreme weather events more likely. But tornadoes have never fit neatly into the climate change narrative. They’re eccentric and quirky. Until this year, the U.S. was in something of a tornado drought. Twisters seem to follow a boom-and-bust cycle. There weren’t many tornadoes in 2018. So far this century, two years — 2008 and 2011 — jump off the charts, each with more than 2,000 reported tornadoes. This year, there have been nearly 1,000. The immediate driver of the violent weather is the jet stream, the powerful winds at high altitudes that sweep west to east across North America. The jet stream since May 14 has created conditions ripe for twisters. Seven deaths have been reported so far in the tornado assault of May. That’s a low death toll compared to some tornado seasons, but the steady, percussive nature of the storms — the daily pounding — has been anomalous. Study finds one of the clearest climate change signals to date in July 2018’s record high temperatures, in a result that surprised scientists. Japan’s heatwave in July 2018 could not have happened without climate change. That is the unequivocal conclusion of a report released last week, as the country battles yet another record-breaking heatwave. The July 2018 heatwave, which killed 1,032 people, saw temperatures reach 41.1C, the highest temperature ever recorded in the country. Torrential rains also triggered landslides and the worst flooding in decades. Penned by the Meteorological Society of Japan, the study is the first to establish that some aspects of the international heatwave could not have occurred in the absence of global warming. Scientists reached this conclusion by employing a technique known as event attribution (EA). The relatively new method, lead author Yukkiko Imada told Climate Home News, sought to pin down the causality of climate change in the heatwave by simulating 18 climate scenarios with and without the current 1C global warming above pre-industrial levels. They found a one in five chance of the heatwave occurring in the current climate, but almost no chance of in a climate unchanged by human activity. Read more here 27 January 2025, Carbon Brief: A record surge of clean energy kept China’s carbon dioxide (CO2) emissions below the previous year’s levels in the last 10 months of 2024. However, the new analysis for Carbon Brief, based on official figures and commercial data, shows the tail end of China’s rebound from zero-Covid in January and February, combined with abnormally high growth in energy demand, stopped CO2 emissions falling in 2024 overall. While China’s CO2 output in 2024 grew by an estimated 0.8% year-on-year, emissions were lower than in the 12 months to February 2024. Other key findings of the analysis include: As ever, the latest analysis shows that policy decisions made in 2025 will strongly affect China’s emissions trajectory in the coming years. In particular, both China’s new commitments under the Paris Agreement and the country’s next five-year plan are being prepared in 2025. For the third year in a row, global carbon dioxide emissions from fossil fuels and industry have barely grown, while the global economy has continued to grow strongly. This level of decoupling of carbon emissions from global economic growth is unprecedented.Global CO₂ emissions from the combustion of fossil fuels and industry (including cement production) were 36.3 billion tonnes in 2015, the same as in 2014, and are projected to rise by only 0.2% in 2016 to reach 36.4 billion tonnes. This is a remarkable departure from emissions growth rates of 2.3% for the previous decade, and more than 3% during the 2000’s. To Read More and download report The 2006 UK government commissioned Stern Commission Review on the Economics of Climate Change is still the best complete appraisal of global climate change economics. The review broke new ground on climate change assessment in a number of ways. It made headlines by concluding that avoiding global climate change catastrophe was almost beyond our grasp. It also found that the costs of ignoring global climate change could be as great as the Great Depression and the two World Wars combined. The review was (still is) in fact a very good assessment of global climate change, which inferred in 2006 that the situation was a global emergency. Read More here The Garnaut Climate Change Review was commissioned by the Commonwealth, state and territory governments in 2007 to conduct an independent study of the impacts of climate change on the Australian economy. Prof. Garnaut presented The Garnaut Climate Change Review: Final Report to the Australian Prime Minister, Premiers and Chief Ministers in September 2008 in which he examined how Australia was likely to be affected by climate change, and suggested policy responses. In November 2010, he was commissioned by the Australian Government to provide an update to the 2008 Review. In particular, he was asked to examine whether significant changes had occurred that would affect the analysis and recommendations from 2008. The final report was presented May 2011. This is one carbon budget that Australia has already blown. Economist and climate change advisor Professor Ross Garnaut has delivered a withering critique of Australia’s economic policies and investment patterns, saying the cost of misguided over-investment in the recent mining boom would likely outweigh the cost of climate action over the next few decades. Read More here Live generation of electricity by fuel type Fossil Fuel Subsidies – The Age of entitlement continues 24 June 2014, Renew Economy, Age of entitlement has not ended for fossil fuels: A new report from The Australia Institute exposes the massive scale of state government assistance, totalling $17.6 billion over a six-year period, not including significant Federal government support and subsidies. Queensland taxpayers are providing the greatest assistance by far with a total of $9.5 billion, followed by Western Australia at $6.2 billion. The table shows almost $18 billion dollars has been spent over the past 6 years by state governments, supporting some of Australia’s biggest, most profitable industries, which are sending most of the profits offshore. That’s $18 billion dollars that could have gone to vital public services such as hospitals, schools and emergency services. State governments are usually associated with the provision of essential services like health and education so it will shock taxpayers to learn of the massive scale of government handouts to the minerals and fossil fuel industries. This report shows that Australian taxpayers have been misled about the costs and benefits of this industry, which we can now see are grossly disproportionate. Each state provides millions of dollars’ worth of assistance to the mining industry every year, with the big mining states of Queensland and Western Australia routinely spending over one billion dollars in assistance annually. The Canadian tar sands is among the most carbon-intensive, highest-cost sources of oil in the world. Even prior to the precipitous drop in global oil prices late last year, three major projects were cancelled in the sector with companies unable to chart a profitable path forward. Since the collapse in global oil prices, the sector has been under pressure to make further cuts, leading to substantial budget cuts, job losses, and a much more bearish outlook on expansion projections in the coming years. Access Lock the Gate fact sheets here 2014: Parliament of Victoria Research Paper: Unconventional Gas: Coal Seam Gas, Shale Gas and Tight Gas: This Research Paper provides an introduction and overview of issues relevant to the development of unconventional gas – coal seam, shale and tight gas – in the Australian and specifically Victorian context. At present, the Victorian unconventional gas industry is at a very early stage. It is not yet known whether there is any coal seam gas or shale gas in Victoria and, if there is, whether it would be economically viable to extract it. A moratorium on fracking has been in place in Victoria since August 2012 while more information is gathered on potential environmental risks posed by the industry. The parts of Victoria with the highest potential for unconventional gas are the Gippsland and Otway basins. Notably, tight gas has been located near Seaspray in Gippsland but is not yet being produced. There is a high level of community concern in regard to the potential impact an unconventional gas industry could have on agriculture in the Gippsland and Otway regions. Read More here 28 January 2015, ABC News, Coal seam gas exploration: Victoria’s fracking ban to remain as Parliament probes regulations: A ban on coal seam gas (CSG) exploration will stay in place in Victoria until a parliamentary inquiry hands down its findings, the State Government has promised. There is a moratorium on the controversial mining technique, known as fracking, until the middle of 2015. The Napthine government conducted a review into CSG, headed by former Howard government minister Peter Reith, which recommended regulations around fracking be relaxed. Labor was critical of the review, claiming it failed to consult with farmers, environmental scientists and local communities. The public hearings have not yet started, however the Terms of Reference have been released. The state government’s promised Inquiry into Unconventional Gas has now been formally announced, with broad terms of reference (TOR). FoE’s response to the TOR is available here. The Upper House Environment and Planning Committee will manage the Inquiry. You can find the Inquiry website here. The final TOR will be determined by the committee. Significantly, it is a cross party committee. The Chair is a Liberal (David Davis), and there is one National (Melinda Bath), one Green (Samantha Dunn), three from the ALP (Gayle Tierney, Harriet Shing, Shaun Leane), an additional MP from the Liberals (Richard Dalla-Riva), and one MP from the Shooters Party (Daniel Young). Work started by the previous government, into water tables and the community consultation process run by the Primary Agency, will be released as part of the inquiry.The moratorium on unconventional gas exploration will stay in place until the inquiry delivers its findings. The interim report is due in September and the final report by December. There is the possibility that the committee will amend this timeline if they are overwhelmed with submissions or information. However, for Australia the exposure is high, time is needed for transition and the new industry opportunities are significant: 1. Energy Infrastructure: Australia spends $5-10bn pa on electricity / grid sector, much of it a regulated asset base that all ratepayers fund much of it stranded. 3 May 2016, Carbon Brief, The global coal trade doubled in the decade to 2012 as a coal-fueled boom took hold in Asia. Now, the coal trade seems to have stalled, or even gone into reverse. This change of fortune has devastated the coal mining industry, with Peabody – the world’s largest private coal-mining company – the latest of 50 US firms to file for bankruptcy. It could also be a turning point for the climate, with the continued burning of coal the biggest difference between business-as-usual emissions and avoiding dangerous climate change. Germany’s “Energiewende”, which translates as energy transition, conjures up images of bright, sunlit fields scattered with wind turbines and solar panels. But to its critics, it is a story of continued reliance on coal. Both stories are illustrated in Carbon Brief’s new interactive map of Germany’s electricity generating capacity. Our series of charts show how the coal problem reveals the challenge of decarbonising heat, transport and industry – issues that have remained largely hidden in countries such as the UK. Carbon Brief has also published a timeline tracking the history of the Energiewende and the German government’s attempts to secure its future. German energy in 2016 In common with many other rich nations, Germany’senergy use is in decline, even as its economy grows. (There have been ups and downs: the first half of 2016 saw energy use increase by nearly 2% year-on-year). Germany used 320 million tonnes of oil equivalent (Mtoe) in 2015, the same amount as in 1975. UK energy use has fallen even further, and is now at 1960s levels. (To clarify, this is referring to all energy used by the countries, not just electricity.) Oil overtook coal as Germany’s number one fuel in the early 1970s and today accounts for more than a third of the total. Coal use roughly halved between 1965 and 2000. November 2014 – The Fossil Fuel Bailout: G20 subsidies for oil, gas and coal exploration report: Governments across the G20 countries are estimated to be spending $88 billion every year subsidising exploration for fossil fuels. Their exploration subsidies marry bad economics with potentially disastrous consequences for climate change. In effect, governments are propping up the development of oil, gas and coal reserves that cannot be exploited if the world is to avoid dangerous climate change. This report documents, for the first time, the scale and structure of fossil fuel exploration subsidies in the G20 countries. The evidence points to a publicly financed bailout for carbon-intensive companies, and support for uneconomic investments that could drive the planet far beyond the internationally agreed target of limiting global temperature increases to no more than 2ºC. It finds that, by providing subsidies for fossil fuel exploration, the G20 countries are creating a ‘triple-lose’ scenario. They are directing large volumes of finance into high-carbon assets that cannot be exploited without catastrophic climate effects. They are diverting investment from economic low-carbon alternatives such as solar, wind and hydro-power. And they are undermining the prospects for an ambitious climate deal in 2015. The report said that the United States and Australia paid the highest level of national subsidies for exploration in the form of direct spending or tax breaks. Overall, G20 country spending on national subsidies was $23 billion. In Australia, this includes exploration funding for Geoscience Australia and tax deductions for mining and petroleum exploration. The report also classifies the Federal Government’s fuel rebate program for resources companies as a subsidy.
