Latest News 24 June 2015, Renew Economy, Senate passes RET bill, cut to wind farms becomes law: Australia on Tuesday became the first developed country to cut its renewable energy target – adding to its honour of being the first to dismantle a carbon price – when the Senate passed legislation reducing the large scale target from 41,000GWh to 33,000GWh by 2020. The new bill will cut new investment in renewables by around $5 billion, just as the world accelerates its investment in wind farms, with more than $US3.7 trillion to be spent on solar alone in the next two decades, and $US8 trillion overall, according to a new report by Bloomberg New Energy Finance. The legislation, which also allows native wood waste to be burned and included in the target, and introduces a “wind commissioner” to deal with complaints from nearby residents, will likely cause a huge scramble as projects stalled in the investment drought over the past two years seek off-take agreements and financing. While both the government and the Opposition – and some industry groups – hailed the passage of the bill as providing “certainty” – it is only a thin veneer. Labor environment spokesman Mark Butler baited the government saying that it was “bad news for Tony Abbott” because it meant “those wind farms he finds so utterly offensive can start being built again, despite his best efforts to drive them from our shores.” The reality is that while the Coalition government has pledge no further review until 2020, it is just one vote short in the Senate from doing what it likes. With an election possible soon, and Labor struggling in the polls, that certainty may be short-lived. Abbott has made clear he would stop new wind farms if he could. Chamber of commerce says deal surmounts ‘major hurdle’ as Greens and environmentalists attack Coalition pledge to create a windfarm commissioner. Legislation to reduce the renewable energy target from 41,000 gigawatt hours to 33,000gWh has passed both houses of parliament. The Senate sat late on Tuesday to pass the bill. Labor and the Coalition struck a deal on the target in May after a months-long standoff that the renewables industry said undermined investment. Plans to review the RET every two years and to include the burning of native wood in the target proved to be sticking points for Labor in the negotiation of the deal. The government eventually dropped plans for biennial reviews. “The 33,000 gigawatt hour renewable energy target will not be reviewed until 2020,” said the environment minister, Greg Hunt. “This will give the renewable energy industry the certainty it needs to grow.” The government won the support of some Senate crossbenchers for plans to include wood waste in the target by promising to appoint a windfarm commissioner. A letter from Hunt, revealed last week by Guardian Australia, shows that the commissioner’s main function will be to respond to complaints about wind turbines. Read more here 24 June 2015, Reuters, Dutch government ordered to speed up greenhouse gas cuts: A district court ordered the Dutch government on Wednesday to cut greenhouse gas emissions faster than currently planned in a rare use of the legal system to curb global warming. A judge in The Hague said the state must “ensure that the Dutch emissions in the year 2020 will be at least 25 percent lower than those in 1990” as the Netherlands’ fair share to avert more heat waves, floods and rising sea levels. Based on current government policy, the Netherlands will achieve a reduction of 17 percent at most in 2020, which is below a norm of 25-40 percent for developed countries, a summary of the ruling said. The decision was a victory for environmental group Urgenda Foundation, which filed the lawsuit on behalf of nearly 900 Dutch citizens. “The parties agree that the severity and scope of the climate problem make it necessary to take measures to reduce greenhouse gas emissions,” the summary said. Some saw the ruling as a landmark, if it ends up being binding. “This could be the first judicial warning shot to governments around the world,” said Bill Hare, of independent research group Climate Analytics. And in the US, a synthetic resin could absorb CO 2 far more efficiently than trees. We examine the technologies involved in the battle against climate change. With an immense scientific consensus that manmade greenhouse gases cause climate change, there is pressure to reduce carbon emissions, but little sign that governments can reach a binding agreement to cut back sufficiently. The answer may be a new material that is a thousand times more efficient at capturing carbon dioxide than trees. This substance, a synthetic resin, is a part of diverse attempts to make carbon capture and storage (CCS) practical. Mercedes Maroto-Valer, professor of sustainable energy engineering at Heriot-Watt University, defines CCS as “a portfolio of technologies that aim to separate carbon dioxide from other gases, then capture and store them in a permanent situation”. CCS is a pragmatic solution, recognising that we will continue to emit CO2, and so need to remove the gas from the atmosphere and store it away where it can do no harm. There are two primary strategies for capturing carbon dioxide. The natural mechanism is absorption by plants, which use CO2 to build their carbon-based structures, emitting oxygen as waste. Trees absorb a considerable amount of carbon and lock it away for much longer than smaller plants. However, trees take decades to reach a state when they absorb significant quantities of carbon. Read More here 7 April 2016, Energy Post, Wind and solar’s Achilles heel: what the methane meltdown at Porter Ranch means for the energy transition. Utitlity-scale wind and solar power are typically backed up on-site by gas peakers, or backed up indirectly by gas-fired power plants. These gas plants lead to significant greenhouse gas emissions in the form of methane. So at what point does a renewable-plus-gas combination become worse for the climate than coal-fired power? Mike Conley and Tim Maloney, long-time members of the Thorium Energy Alliance, have calculated what they call a “Worth-It Treshold” that gives the answer. And they conclude as things stand, natural gas isn’t a bridge to a sustainable future.“We need about 3,000 feet of altitude, we need flat land, we need 300 days of sunlight, and we need to be near a gas pipe. Because for all of these big utility-scale solar plants – whether it’s wind or solar – everybody is looking at gas as the supplementary fuel. The plants that we’re building, the wind plants and the solar plants, are gas plants.” 1– Robert F. Part One Natural Gas – the polite term for methane The methane leak in the Los Angeles suburb of Porter Ranch is America’s worst environmental disaster since the 2010 Deepwater Horizon oil spill in the Gulf of Mexico. But even more troubling is the larger issue of “fugitive” methane, and what it means for our growing reliance on wind and solar energy. Burning methane for energy produces about half the CO2 of coal, which is a good thing. But fugitive methane – the gas that leaks before it can be burned – is a powerful greenhouse gas, with 84X the Global Warming Potential (GWP) of CO2. The big idea behind wind and solar farms is to fight global warming by reducing greenhouse gases. But since most of a farm’s power is actually generated by gas, the rationale for a massive build-out of utility-scale wind and solar hinges on the issue of fugitive methane. Decision a major step forward for $21.7bn coalmine, which green groups warn will fuel global warming and compound threats to Great Barrier Reef. The Queensland government has granted three mining leases for Adani’s multi-billion dollar Carmichael coalmine, which will be the largest in Australia. Environmental groups say the mine will fuel global warming and compound threats to the world heritage-listed Great Barrier Reef amid one of its worst coral bleaching events on record. The premier, Annastacia Palaszczuk, and the mines minister, Anthony Lynham, made the announcement in Mackay on Sunday. The premier put the value of the project at $21.7bn, and said the approvals meant thousands of new jobs were now a step closer to reality. “Some approvals are still required before construction can start, and ultimately committing to the project will be a decision for Adani,” Palaszczuk said. “However, I know the people of north and central Queensland will welcome this latest progress for the potential jobs and economic development it brings closer for their communities.” She said stringent conditions would ensure the health of the reef and the environment, and the interests of traditional owners. Scotland has become the first part of the UK to stop burning coal to supply electricity following the closure of Longannet, its largest power station, on March 24. According to Paul Younger, Professor of Energy Engineering at University of Glasgow, the closure of coal-fired power plants in the UK may lead to serious problems with voltage control. Prepare for power interruptions and flickering lights. The closure of Longannet is a sign of the times, with the rest of the UK’s coal-fired power stations on death row after energy secretary Amber Rudd announced late last year that they will all be forced to close by 2025. For many reasons, it is hard to mourn the demise of coal-fired power. Around 12,000 miners are killed around the world each year, most of them digging for coal; abandoned mines cause widespread water pollution; and coal-fired plants pollute the air with the likes of nitrogen and sulphur compounds, as well as the highest greenhouse-gas emissions of any major source of energy generation. In the absence of carbon capture and storage, a technology which would be ready more quickly if the government backed it properly, plant closure may therefore seem sensible – even while we should help those that lose their jobs and regret the loss of skills from the workforce.If we are going to manage without Longannet and all the other gas-fired and coal-fired power stations, we would need at least 970 GWh of storage – more than a hundred pumped hydropower stations of comparable size to those we already have. That would be all there was to say were it not for a few harsh realities of electricity supply. There are two reasons why coal-fired power plants have survived so long. Coal is cheap; only since the US shale-gas boom has it been consistently beaten on price. And coal-fired plants are particularly suited to providing power on demand at short notice, as well as providing crucial stabilisation services for frequency and voltage across the grid. European energy and European climate policies, although often portrayed as being two sides of the same coin, are still not sufficiently harmonised, writes Stefan Bößner, Research Fellow at the Stockholm Environment Institute. The EU’s new LNG and gas storage strategy serves as a prime example where EU energy security concerns work against climate protection efforts. The strategy is likely to lead to costly investments into infrastructure which may not be needed and which come at the cost of other options to enhance climate protection and energy security. The European Union often claims leadership on climate change. The EU not only saved the Kyoto Protocol by convincing Russia to join but also pushed for an ambitious climate agreement prior to the Paris Climate Conference (COP 21) last December. It is the only developed economy of comparable size that sources 26% of its energy needs from low-carbon sources and its 2030 goals to reduce emissions by 40% are among the most ambitious in the world. So far so good. The European Commission acknowledges the importance of “avoiding the ‘lock-in’ of high emissions infrastructure and assets.” But tis is exactly what might happen when one looks at the EU’s recent LNG and gas strategy. But despite those ambitions, the EU is likely to miss its contribution to limit global warming to two degrees (as decided upon in the Paris Agreement). And while some member states demand to raise the EU’s climate ambitions others refuse to do so, illustrating existing frictions between EU and member state policy making. But the EU itself is not without fault either. The European Commission also pursues conflicting aims sometimes in its climate and energy policies. Read More here 22 October 2019, The Guardian. Australia is the only country using carryover climate credits, officials admit. More than half of Australia’s Paris emissions commitment will come from controversial credits from previous targets. The federal environment department says it is not aware of any countries other than Australia planning to use controversial “carryover credits” to meet international climate commitments. The comment, at a Senate estimates hearing on Monday, comes as the Morrison government rebuffs calls from international leaders, analysts and activists for it to abandon the use the credits to meet its 2030 Paris emissions goal. The government says it has earned the right to use the credits, which represent the amount of carbon dioxide by which Australia has “beaten” the targets set under the previous international climate agreement, the Kyoto protocol. The Morrison Government has blocked a motion in Federal parliament to declare a climate emergency, and refused efforts from the crossbench to even discuss the proposal. Greens member for Melbourne Adam Bandt sought to suspend standing orders in the House of Representatives late in Tuesday’s sitting, that would have allowed him to move the climate emergency declaration with fellow crossbench member, independent member Andrew Wilkie, seeking to second the motion. “If the government can declare a budget emergency, than parliament can declare a climate emergency,” Bandt said. This week, we’ve seen a preview of what’s coming. In California, Pacific Gas and Electric (PG&E) cut off power to 500,000 homes in 20 counties (with more to come). More than 2 million people could ultimately be left in the dark. PG&E is testing a new strategy to avoid last year’s killer wildfires, which left 1.8 million acres scorched and more than 100 dead, after its errant power lines touched off massive infernos, the worst toll in state history. Now, the utility is shutting off the power. PG&E, accused of neglecting its infrastructure and the flammable vegetation near its power lines, faces forests left tinder-dry by a series of brutal droughts in the past decade. As the climate dries out the West, wildfires are burning hotter, longer, and bigger than before. It’s only October, so what’s with all these bushfires? New research explains it. Summer might be more than six weeks away, but out-of-control bushfires have already torn across parts of eastern Australia in recent days, destroying homes and threatening lives. As of Wednesday afternoon, up to 30 homes were feared lost or badly damaged by bushfires burning in northern New South Wales. About 40 fires burned across the state. This did not come as a surprise to meteorologists and fire agencies. Record-breaking heat and windy conditions were forecast for parts of NSW and Queensland this week, prompting severe fire danger ratings. We’re often told the Australian bushfire season is starting earlier. This year it began in September on the eastern seaboard. Last year and in 2013, significant spring fires hit NSW and in 2015 they affected much of the nation’s southeast. But what lies behind this phenomenon? We examined seasonal fire weather history for 44 years at 39 weather stations to find the precise answer. This analysis is the most comprehensive ever conducted in Australia. It confirms the strength of the relationship between climate drivers such as El Niño, climate change, and the Australian bushfire season. Read more here 27 January 2025, Carbon Brief: A record surge of clean energy kept China’s carbon dioxide (CO2) emissions below the previous year’s levels in the last 10 months of 2024. However, the new analysis for Carbon Brief, based on official figures and commercial data, shows the tail end of China’s rebound from zero-Covid in January and February, combined with abnormally high growth in energy demand, stopped CO2 emissions falling in 2024 overall. While China’s CO2 output in 2024 grew by an estimated 0.8% year-on-year, emissions were lower than in the 12 months to February 2024. Other key findings of the analysis include: As ever, the latest analysis shows that policy decisions made in 2025 will strongly affect China’s emissions trajectory in the coming years. In particular, both China’s new commitments under the Paris Agreement and the country’s next five-year plan are being prepared in 2025. For the third year in a row, global carbon dioxide emissions from fossil fuels and industry have barely grown, while the global economy has continued to grow strongly. This level of decoupling of carbon emissions from global economic growth is unprecedented.Global CO₂ emissions from the combustion of fossil fuels and industry (including cement production) were 36.3 billion tonnes in 2015, the same as in 2014, and are projected to rise by only 0.2% in 2016 to reach 36.4 billion tonnes. This is a remarkable departure from emissions growth rates of 2.3% for the previous decade, and more than 3% during the 2000’s. To Read More and download report The 2006 UK government commissioned Stern Commission Review on the Economics of Climate Change is still the best complete appraisal of global climate change economics. The review broke new ground on climate change assessment in a number of ways. It made headlines by concluding that avoiding global climate change catastrophe was almost beyond our grasp. It also found that the costs of ignoring global climate change could be as great as the Great Depression and the two World Wars combined. The review was (still is) in fact a very good assessment of global climate change, which inferred in 2006 that the situation was a global emergency. Read More here The Garnaut Climate Change Review was commissioned by the Commonwealth, state and territory governments in 2007 to conduct an independent study of the impacts of climate change on the Australian economy. Prof. Garnaut presented The Garnaut Climate Change Review: Final Report to the Australian Prime Minister, Premiers and Chief Ministers in September 2008 in which he examined how Australia was likely to be affected by climate change, and suggested policy responses. In November 2010, he was commissioned by the Australian Government to provide an update to the 2008 Review. In particular, he was asked to examine whether significant changes had occurred that would affect the analysis and recommendations from 2008. The final report was presented May 2011. This is one carbon budget that Australia has already blown. Economist and climate change advisor Professor Ross Garnaut has delivered a withering critique of Australia’s economic policies and investment patterns, saying the cost of misguided over-investment in the recent mining boom would likely outweigh the cost of climate action over the next few decades. Read More here Live generation of electricity by fuel type Fossil Fuel Subsidies – The Age of entitlement continues 24 June 2014, Renew Economy, Age of entitlement has not ended for fossil fuels: A new report from The Australia Institute exposes the massive scale of state government assistance, totalling $17.6 billion over a six-year period, not including significant Federal government support and subsidies. Queensland taxpayers are providing the greatest assistance by far with a total of $9.5 billion, followed by Western Australia at $6.2 billion. The table shows almost $18 billion dollars has been spent over the past 6 years by state governments, supporting some of Australia’s biggest, most profitable industries, which are sending most of the profits offshore. That’s $18 billion dollars that could have gone to vital public services such as hospitals, schools and emergency services. State governments are usually associated with the provision of essential services like health and education so it will shock taxpayers to learn of the massive scale of government handouts to the minerals and fossil fuel industries. This report shows that Australian taxpayers have been misled about the costs and benefits of this industry, which we can now see are grossly disproportionate. Each state provides millions of dollars’ worth of assistance to the mining industry every year, with the big mining states of Queensland and Western Australia routinely spending over one billion dollars in assistance annually. The Canadian tar sands is among the most carbon-intensive, highest-cost sources of oil in the world. Even prior to the precipitous drop in global oil prices late last year, three major projects were cancelled in the sector with companies unable to chart a profitable path forward. Since the collapse in global oil prices, the sector has been under pressure to make further cuts, leading to substantial budget cuts, job losses, and a much more bearish outlook on expansion projections in the coming years. Access Lock the Gate fact sheets here 2014: Parliament of Victoria Research Paper: Unconventional Gas: Coal Seam Gas, Shale Gas and Tight Gas: This Research Paper provides an introduction and overview of issues relevant to the development of unconventional gas – coal seam, shale and tight gas – in the Australian and specifically Victorian context. At present, the Victorian unconventional gas industry is at a very early stage. It is not yet known whether there is any coal seam gas or shale gas in Victoria and, if there is, whether it would be economically viable to extract it. A moratorium on fracking has been in place in Victoria since August 2012 while more information is gathered on potential environmental risks posed by the industry. The parts of Victoria with the highest potential for unconventional gas are the Gippsland and Otway basins. Notably, tight gas has been located near Seaspray in Gippsland but is not yet being produced. There is a high level of community concern in regard to the potential impact an unconventional gas industry could have on agriculture in the Gippsland and Otway regions. Read More here 28 January 2015, ABC News, Coal seam gas exploration: Victoria’s fracking ban to remain as Parliament probes regulations: A ban on coal seam gas (CSG) exploration will stay in place in Victoria until a parliamentary inquiry hands down its findings, the State Government has promised. There is a moratorium on the controversial mining technique, known as fracking, until the middle of 2015. The Napthine government conducted a review into CSG, headed by former Howard government minister Peter Reith, which recommended regulations around fracking be relaxed. Labor was critical of the review, claiming it failed to consult with farmers, environmental scientists and local communities. The public hearings have not yet started, however the Terms of Reference have been released. The state government’s promised Inquiry into Unconventional Gas has now been formally announced, with broad terms of reference (TOR). FoE’s response to the TOR is available here. The Upper House Environment and Planning Committee will manage the Inquiry. You can find the Inquiry website here. The final TOR will be determined by the committee. Significantly, it is a cross party committee. Work started by the previous government, into water tables and the community consultation process run by the Primary Agency, will be released as part of the inquiry.The moratorium on unconventional gas exploration will stay in place until the inquiry delivers its findings. The interim report is due in September and the final report by December. There is the possibility that the committee will amend this timeline if they are overwhelmed with submissions or information. Parliament will then need to consider the recommendations of the committee and make a final decision about how to proceed. This is likely to happen when parliament resumes after the summer break, in early 2016. However, for Australia the exposure is high, time is needed for transition and the new industry opportunities are significant: 1. Energy Infrastructure: Australia spends $5-10bn pa on electricity / grid sector, much of it a regulated asset base that all ratepayers fund much of it stranded. BNEF estimate of Australia’s renewable energy infrastructure investment for 2015-2020 was cut 30% from A$20bn post RET. Lost opportunities. 2. Direct employment: The ABS shows a fall of ~20k from the 2012 peak of 70K from coal mining across Australia, and cuts are ongoing. Indirect employment material. 3. 3 May 2016, Carbon Brief, The global coal trade doubled in the decade to 2012 as a coal-fueled boom took hold in Asia. Now, the coal trade seems to have stalled, or even gone into reverse. This change of fortune has devastated the coal mining industry, with Peabody – the world’s largest private coal-mining company – the latest of 50 US firms to file for bankruptcy. It could also be a turning point for the climate, with the continued burning of coal the biggest difference between business-as-usual emissions and avoiding dangerous climate change. Germany’s “Energiewende”, which translates as energy transition, conjures up images of bright, sunlit fields scattered with wind turbines and solar panels. But to its critics, it is a story of continued reliance on coal. Both stories are illustrated in Carbon Brief’s new interactive map of Germany’s electricity generating capacity. Our series of charts show how the coal problem reveals the challenge of decarbonising heat, transport and industry – issues that have remained largely hidden in countries such as the UK. Carbon Brief has also published a timeline tracking the history of the Energiewende and the German government’s attempts to secure its future. German energy in 2016 In common with many other rich nations, Germany’senergy use is in decline, even as its economy grows. (There have been ups and downs: the first half of 2016 saw energy use increase by nearly 2% year-on-year). Germany used 320 million tonnes of oil equivalent (Mtoe) in 2015, the same amount as in 1975. UK energy use has fallen even further, and is now at 1960s levels. (To clarify, this is referring to all energy used by the countries, not just electricity.) Oil overtook coal as Germany’s number one fuel in the early 1970s and today accounts for more than a third of the total. Coal use roughly halved between 1965 and 2000. November 2014 – The Fossil Fuel Bailout: G20 subsidies for oil, gas and coal exploration report: Governments across the G20 countries are estimated to be spending $88 billion every year subsidising exploration for fossil fuels. Their exploration subsidies marry bad economics with potentially disastrous consequences for climate change. In effect, governments are propping up the development of oil, gas and coal reserves that cannot be exploited if the world is to avoid dangerous climate change. This report documents, for the first time, the scale and structure of fossil fuel exploration subsidies in the G20 countries. The evidence points to a publicly financed bailout for carbon-intensive companies, and support for uneconomic investments that could drive the planet far beyond the internationally agreed target of limiting global temperature increases to no more than 2ºC. It finds that, by providing subsidies for fossil fuel exploration, the G20 countries are creating a ‘triple-lose’ scenario. They are directing large volumes of finance into high-carbon assets that cannot be exploited without catastrophic climate effects. They are diverting investment from economic low-carbon alternatives such as solar, wind and hydro-power. And they are undermining the prospects for an ambitious climate deal in 2015. The report said that the United States and Australia paid the highest level of national subsidies for exploration in the form of direct spending or tax breaks. Overall, G20 country spending on national subsidies was $23 billion. In Australia, this includes exploration funding for Geoscience Australia and tax deductions for mining and petroleum exploration. The report also classifies the Federal Government’s fuel rebate program for resources companies as a subsidy.
