Latest News 25 November 2015, Renew Economy, Australia can meet its Kyoto target – but “real emissions” will not fall to -5% by 2020. In line with our earlier update, Environment Minister Greg Hunt will today announce that Australia’s greenhouse gas abatement task to meet its 2020 emissions reduction target has fallen “below zero”, meaning that Australia will meet its 2020 target. While we will officially meet our Kyoto target, Australian emissions will not fall to -5 per cent on 2000 levels by 2020. Australian emissions are projected to grow from today (currently -2 per cent on 2000 levels) through to 2020, increasing 6 per cent to be plus 4 per cent on 2000 levels by 2020, well short of the -5 per cent target. As global leaders pull up a seat around the negotiating table in Paris in the next fortnight, there is no doubt discussion will quickly turn to the carbon budget and how to spend it. That’s the budget that will determine whether the world stays under two degrees of warming or sails into the unchartered waters of three, four or even a five-degree temperature increase. No one imagines that decision will be made this December at this Conference of the Parties. However to retain any hope of a safe and stable climate, the next decade will see debate around the division of the world’s carbon budget front and centre of discussions between nations, scientists, economists and financial analysts. It’s the gravitational pull of this discussion that will ensure the now heated debate surrounding divestment versus engagement as the most effective form of shareholder activism gets a more forensic examination. Certainly the debate is a now a fairly regular presence in the media, as individual and institutional investors become increasingly wary of the environmental, social and long-term financial risks posed by various holdings within their portfolios. In the last few years the issue’s profile has been raised in response to the fossil fuel divestment movement. Pressure for change is growing from within the community, fuelled in part by a growing awareness of how personal finances are being invested by banks and other institutions. This awareness is largely driven by technological change – investors now have access to more information than at any point in history – if BHP Billiton has a dam wall collapse the world knows within minutes. While all of us of will experience the effects of climate change most are not facing the inevitable disappearance of our country. Yet that is the case for the 92,000 inhabitants of Kiribati, as well as other low-lying island states across the planet. With its nation dispersed over more than 20 islands, some increasingly subject to ocean flooding, the Kiribati government has purchased land in Fiji to relocate some of its inhabitants. Over the coming century Kiribati, along with every other maritime region, faces rising seas driven by oceans expanding as they warm, and by melting ice sheets and glaciers. Ahead of the Paris climate conference, which begins on November 30, Kiribati’s president Anote Tong has issued a call for a moratorium on new coal mines. On his recent visit to Melbourne I spoke to President Tong about the prospects for Kiribati in a warming world, and efforts to mitigate the worst impacts. End coal to saving drowning islands. President Tong related that his call for a coalmine moratorium has had a sympathetic hearing from US President Barack Obama. He and former Australian Prime Minister Tony Abbott talked amiably but (at best) agreed to disagree. As yet, he has been unable to meet with Abbott’s successor Malcolm Turnbull. What impressed me particularly is that, just as indigenous Australians relate to the land, President Tong was deeply passionate that the islands of Kiribati are the ancient, ancestral home of his people. President Tong however is under no illusion that anything will happen quickly when it comes to weaning the world off coal. He points out that coal-fired power stations will be needed in the medium-to-long term to heat the colder northern countries. Read More here 17 November 2015, Washington Post, In a major step on the road to Paris, rich countries agree to slash export subsidies for coal plants. After a concerted push from the United States, members of the Organization for Economic Cooperation and Development agreed Tuesday to slash subsidies aimed at exporting technology for coal-fired power plants. The decision by the world’s wealthiest countries to eliminate export credits for the least efficient coal plants, which will take effect Jan. 1, 2017, and can be strengthened four years later, marks a major negotiating success for the Obama administration in the run-up to U.N. climate talks later this month. The U.S. and several other key global players–including France, the World Bank, the European Investment Bank and the European Bank for Reconstruction and Development–have already limited its export financing for coal plants and had been pressing other nations, including Japan and South Korea, to follow suit. A senior administration official, who briefed reporters about the agreement reached in Paris on the condition of anonymity, said that under the new rules OECD countries would still provide export credits for coal plants using ultra-supercritical technology and help finance slightly less-efficient plants in the world’s poorest countries. But the policy would effectively cut off public financing for 85 percent of coal plants currently in the pipeline, he said. Jake Schmidt, who directs the international program at the Natural Resources Defense Council, estimated that these export agencies typically fund between five and seven coal plants a year. A large number of private banks follow the OECD guidelines for their own lending practices, he added, so the move could have “a ripple effect.” Read more here 22 December 2016, The Guardian, Adani coalmine ‘covertly funded’ by World Bank, says report. Adani’s Carmichael mine has been “covertly funded” by the World Bank through a private arm that is supposed to back “sustainable development”, according to a US-based human rights organisation. Adani Enterprises acquired exploration rights for Australia’s largest proposed coalmine in 2010 with a US$250m loan from banks including India’s ICICI, which was in turn bankrolled by the World Bank’s private sector arm, the International Finance Corporation, a report by Inclusive Development International says. The report accuses the World Bank of using “back channels” to conceal its support for a company that “would have little chance of receiving direct assistance from the IFC”, which has a “mandate for sustainable development”. ICICI was among six Indian banks that received US$520m from the IFC between 2005 and 2014. This means the World Bank has exposure to the contentious Carmichael project, from which a growing number of Australian and overseas banks are shying away. Adani acquired the exploration rights from Linc Energy, which has since folded and is facing criminal charges over Queensland’s largest pollution scandal. There is divided public opinion in Australia over the prospect of a taxpayer-funded loan of up to $1.1bn for the rail portion of the Carmichael project. Adani’s loan application to the Australian government’s Northern Australia Infrastructure Facility has conditional approval, but questions persist about its eligibility, and the issue of taxpayers lending to a project held by corporate structures linked to the Cayman Islands tax haven. The Adani group is also embroiled in several Indian criminal investigations into possible fraud and corruption, including the alleged siphoning of money offshore through an invoicing rort and the alleged profiteering on imported coal through inflated valuations. In relation to this FactCheck on electricity prices, Liberal MP Craig Kelly sent the following comments and sources to support his statement: Firstly, RenewEconomy – a pro renewable energy website. They quote prices (in US cents per kilowatt hour) in the USA at 12 cents per kilowatt hour and Australia at 29 cents – so on their numbers it’s actually closer to 2.4 times higher rather than double. These costs are described as “average national electricity prices” which I’d take as both businesses and households. However, I’d note that these figures can bounce around a bit subject to exchange rate fluctuations. Secondly, a report titled Electricity Prices in Australia: An International Comparison by CME (an energy economics consultancy focused on Australian electricity, gas and renewables markets) concludes: “In 2011/12 average household electricity prices in Australia (just under 25 cents/kWh) were 12% higher than average prices in Japan, 33% higher than the EU, 122% higher than the US.” Read More here 15 December 2016, The Conversation, Rising power bills signal the end of an era for Australia’s electricity grid. Electricity bills are set to rise further for households, according to a report from the Australian Energy Markets Commission (AEMC). The report, released this week to coincide with the December meeting of the COAG Energy Council, forecasts that electricity bills will increase by an average of A$78 by 2018 in the five eastern states and the ACT. Together these comprise the National Electricity Market (NEM). The AEMC has prepared these three-year reports each year since 2010. But no report has received as much publicity as this one. This is largely because the latest report comes hard on the heels of the announcement that Victoria’s Hazelwood power station is to close – the largest power station closure ever in Australia. It also follows the release of a specially commissioned report by Chief Scientist Alan Finkel that opens with the words: “The physical electricity system is undergoing its greatest transition since Nikola Tesla and Thomas Edison clashed in the War of the Currents in the early 1890s.” So what does the latest report really say? Read More here 11 December 2016, The Guardian, On climate change and the economy, we’re trapped in an idiotic netherworld. The shrieks of horror that follow mentions of pricing carbon show politics remains wedded to the belief that economic growth trumps concerns of climate change. This week was a prime example of how economics and, by extension, politics doesn’t cope very well with the issue of climate change. The news that Australia economy went backwards in the September quarter was greeted with alarm by politicians and then used as a reason to push their policy barrow. And most of the barrows were piled high with coal. The treasurer and the prime minister in their press conferences on Wednesday made great mention of the need to keep electricity prices low for the economy to grow. Malcolm Turnbull especially was in full Tony Abbott 2010 mode out of a desire to cover the silly back flip on the issue of investigating whether or not to introduce an emissions intensity trading scheme. When asked about the prospect of GDP growth going backwards he immediately responded by suggesting the issue was for Bill Shorten to “explain why he is proposing to increase the price of electricity”. Never mind that such a scheme would more efficiently price emissions than does the current system, for now we remained trapped in an idiotic netherworld where any mention of pricing carbon (no matter how oblique) must be greeted with shrieks of horror, with the prime minister leading the chorus. And while you do wonder if Malcolm Turnbull ever looks in the mirror in the morning and asks himself how it all came to this – or whether he first rings Cory Bernardi to ask whether he is allowed to look into the mirror and ask such questions – the broader issue is that this netherworld is one that inherently sees action on climate change as a negative for the economy. Morrison fumbles in Rome, but his main game is to block progress at Glasgow. Two weeks of international climate talks are off to an inauspicious start – with some of the world’s largest greenhouse gas emitters failing to agree to end the use of coal – and Australian is centre stage, and not just because prime minister Scott Morrison is dealing with the fallout from self-inflicted diplomatic wounds. On Sunday, as the opening ceremony of the COP26 talks kick-started proceedings in Glasgow, leaders of the G20 group of countries met to discuss cooperation on a range of issues, including climate change and the ongoing response to Covid-19. But the G20 failed to reach agreement on a crucial deadline for the phase-out of fossil fuels, due to opposition from Australia, China and India, which prevented any language being included in the G20 communique that would suggest countries would commit to ending their use of coal, gas and oil altogether. The group agreed to cease international funding for coal fired generation – mirroring a commitment previously made by China during the United Nations General Assembly, in September – and will focus on the development of low emissions projects when supporting lower income countries to build their electricity grids. It is becoming clear that Australia is set to again play a major blocking role during the COP26 talks, a taste of which we’ve already seen during the G20 meeting. But in Glasgow, Morrison and energy minister Angus Taylor will be doing so with virtually no diplomatic capital to play with. Australia emerged as a major antagonist during the last round of UN climate talks, the COP25 conference held in Madrid in 2019, where Australia controversially fought for its right to use its leftover Kyoto Protocol emissions credits to meet targets under the Paris Agreement. A refusal by the Morrison government to adopt a stronger 2030 emissions reduction target – with 2030 targets being a central focus of the COP26 talks – already puts Australia out of step with the expectations of its peers. It also appears that Australia will deploy its ‘technology not taxes’ and the cringeworthy ‘the Australian way’ rhetoric on the global stage. The domestic audience already sees it as hollow messaging, the international audience is likely to view it as absurd. Read more here 26 October Renew Economy: World “way off track” as global emissions surge to new highs, WMO says. The world is “way off track” from achieving the emissions cuts needed to limit global warming to safer levels, according to the latest data from the World Meteorological Organisation. Over the last twelve months, global greenhouse gas emissions surged to a new record high, despite the impacts of the Covid-19 pandemic, and 2021 is set to continue that trend. The bleak assessment came as a new report identified Australia as both a laggard and one the world’s highest per capita emitters, with little in the way of detailed policy commitments despite the opportunities and the risks from a lack of action. On Tuesday, the World Meteorological Organisation released its latest Greenhouse Gas Bulletin – less than a week before world leaders converge on Glasgow for the next round of international climate negotiations – and the message is bleak. The global increase in atmospheric carbon dioxide concentrations was largely uninterrupted by the Covid-19 pandemic, surging to a new high of 413.2 parts per million in 2020, and the pace of increase was in line with an average annual increase of 2.4 parts per million observed over the last decade. Renew Economy: “A joke:” Morrison’s net zero plan has net zero detail, and no change to policies. The Morrison government has unveiled its “plan” for achieving net zero emissions by 2050 that includes no new policies, no changes to Australia’s 2030 target, and is predicated on unspecified technology breakthroughs and could result in Australia spend billions on international offsets. Announcing on Tuesday that the Morrison government would commit to a formal zero net emissions target for 2050 – after weeks of strained negotiations with the Nationals – prime minister Scott Morrison and federal energy minister Angus Taylor’s “plan” delivered very little detail on how that target will be achieved. A commitment to a zero net emissions target for 2050 is considered the minimum credible commitment expected from developed countries ahead of the COP26 talks in Glasgow. But Morrison and Taylor’s plan, in fact, made very clear that there would be no substantial changes to government policy, and no new legislation, explicitly saying that it was ‘based on existing policies’. The net zero target would not be enshrined in law, there would be no “mandates” to reduce emissions, and no increase to the 2030 target. The government’s plan is heavily reliant on unspecified advancements in technologies across the electricity sector, agriculture, transport and industry which may emerge in its “Technology Investment Roadmap” – to achieve a further 40 per cent reduction in Australian emissions. Read more here 27 January 2025, Carbon Brief: A record surge of clean energy kept China’s carbon dioxide (CO2) emissions below the previous year’s levels in the last 10 months of 2024. However, the new analysis for Carbon Brief, based on official figures and commercial data, shows the tail end of China’s rebound from zero-Covid in January and February, combined with abnormally high growth in energy demand, stopped CO2 emissions falling in 2024 overall. While China’s CO2 output in 2024 grew by an estimated 0.8% year-on-year, emissions were lower than in the 12 months to February 2024. Other key findings of the analysis include: As ever, the latest analysis shows that policy decisions made in 2025 will strongly affect China’s emissions trajectory in the coming years. In particular, both China’s new commitments under the Paris Agreement and the country’s next five-year plan are being prepared in 2025. For the third year in a row, global carbon dioxide emissions from fossil fuels and industry have barely grown, while the global economy has continued to grow strongly. This level of decoupling of carbon emissions from global economic growth is unprecedented.Global CO₂ emissions from the combustion of fossil fuels and industry (including cement production) were 36.3 billion tonnes in 2015, the same as in 2014, and are projected to rise by only 0.2% in 2016 to reach 36.4 billion tonnes. This is a remarkable departure from emissions growth rates of 2.3% for the previous decade, and more than 3% during the 2000’s. To Read More and download report The 2006 UK government commissioned Stern Commission Review on the Economics of Climate Change is still the best complete appraisal of global climate change economics. The review broke new ground on climate change assessment in a number of ways. It made headlines by concluding that avoiding global climate change catastrophe was almost beyond our grasp. It also found that the costs of ignoring global climate change could be as great as the Great Depression and the two World Wars combined. The review was (still is) in fact a very good assessment of global climate change, which inferred in 2006 that the situation was a global emergency. Read More here The Garnaut Climate Change Review was commissioned by the Commonwealth, state and territory governments in 2007 to conduct an independent study of the impacts of climate change on the Australian economy. Prof. Garnaut presented The Garnaut Climate Change Review: Final Report to the Australian Prime Minister, Premiers and Chief Ministers in September 2008 in which he examined how Australia was likely to be affected by climate change, and suggested policy responses. In November 2010, he was commissioned by the Australian Government to provide an update to the 2008 Review. In particular, he was asked to examine whether significant changes had occurred that would affect the analysis and recommendations from 2008. The final report was presented May 2011. This is one carbon budget that Australia has already blown. Economist and climate change advisor Professor Ross Garnaut has delivered a withering critique of Australia’s economic policies and investment patterns, saying the cost of misguided over-investment in the recent mining boom would likely outweigh the cost of climate action over the next few decades. Read More here Live generation of electricity by fuel type Fossil Fuel Subsidies – The Age of entitlement continues 24 June 2014, Renew Economy, Age of entitlement has not ended for fossil fuels: A new report from The Australia Institute exposes the massive scale of state government assistance, totalling $17.6 billion over a six-year period, not including significant Federal government support and subsidies. Queensland taxpayers are providing the greatest assistance by far with a total of $9.5 billion, followed by Western Australia at $6.2 billion. The table shows almost $18 billion dollars has been spent over the past 6 years by state governments, supporting some of Australia’s biggest, most profitable industries, which are sending most of the profits offshore. That’s $18 billion dollars that could have gone to vital public services such as hospitals, schools and emergency services. State governments are usually associated with the provision of essential services like health and education so it will shock taxpayers to learn of the massive scale of government handouts to the minerals and fossil fuel industries. This report shows that Australian taxpayers have been misled about the costs and benefits of this industry, which we can now see are grossly disproportionate. Each state provides millions of dollars’ worth of assistance to the mining industry every year, with the big mining states of Queensland and Western Australia routinely spending over one billion dollars in assistance annually. Read More here Oil – conventional & unconventional May 2015, Oil change International Report: On the Edge: 1.6 Million Barrels per Day of Proposed Tar Sands Oil on Life Support. The Canadian tar sands is among the most carbon-intensive, highest-cost sources of oil in the world. Even prior to the precipitous drop in global oil prices late last year, three major projects were cancelled in the sector with companies unable to chart a profitable path forward. Since the collapse in global oil prices, the sector has been under pressure to make further cuts, leading to substantial budget cuts, job losses, and a much more bearish outlook on expansion projections in the coming years. Access Lock the Gate fact sheets here 2014: Parliament of Victoria Research Paper: Unconventional Gas: Coal Seam Gas, Shale Gas and Tight Gas: This Research Paper provides an introduction and overview of issues relevant to the development of unconventional gas – coal seam, shale and tight gas – in the Australian and specifically Victorian context. At present, the Victorian unconventional gas industry is at a very early stage. It is not yet known whether there is any coal seam gas or shale gas in Victoria and, if there is, whether it would be economically viable to extract it. A moratorium on fracking has been in place in Victoria since August 2012 while more information is gathered on potential environmental risks posed by the industry. The parts of Victoria with the highest potential for unconventional gas are the Gippsland and Otway basins. Notably, tight gas has been located near Seaspray in Gippsland but is not yet being produced. There is a high level of community concern in regard to the potential impact an unconventional gas industry could have on agriculture in the Gippsland and Otway regions. Read More here 28 January 2015, ABC News, Coal seam gas exploration: Victoria’s fracking ban to remain as Parliament probes regulations: A ban on coal seam gas (CSG) exploration will stay in place in Victoria until a parliamentary inquiry hands down its findings, the State Government has promised. There is a moratorium on the controversial mining technique, known as fracking, until the middle of 2015. The Napthine government conducted a review into CSG, headed by former Howard government minister Peter Reith, which recommended regulations around fracking be relaxed. Labor was critical of the review, claiming it failed to consult with farmers, environmental scientists and local communities. The state government’s promised Inquiry into Unconventional Gas has now been formally announced, with broad terms of reference (TOR). FoE’s response to the TOR is available here. The Upper House Environment and Planning Committee will manage the Inquiry. You can find the Inquiry website here. The final TOR will be determined by the committee. Significantly, it is a cross party committee. The Chair is a Liberal (David Davis), and there is one National (Melinda Bath), one Green (Samantha Dunn), three from the ALP (Gayle Tierney, Harriet Shing, Shaun Leane), an additional MP from the Liberals (Richard Dalla-Riva), and one MP from the Shooters Party (Daniel Young). Work started by the previous government, into water tables and the community consultation process run by the Primary Agency, will be released as part of the inquiry.The moratorium on unconventional gas exploration will stay in place until the inquiry delivers its findings. The interim report is due in September and the final report by December. There is the possibility that the committee will amend this timeline if they are overwhelmed with submissions or information. Parliament will then need to consider the recommendations of the committee and make a final decision about how to proceed. This is likely to happen when parliament resumes after the summer break, in early 2016. Yellow areas: Mining Licences (MIN). A mining licence is granted with the expectation that mining will occur. A larger bond is paid to government. However, for Australia the exposure is high, time is needed for transition and the new industry opportunities are significant: 1. Energy Infrastructure: Australia spends $5-10bn pa on electricity / grid sector, much of it a regulated asset base that all ratepayers fund much of it stranded. BNEF estimate of Australia’s renewable energy infrastructure investment for 2015-2020 was cut 30% from A$20bn post RET. Lost opportunities. 2. Direct employment: The ABS shows a fall of ~20k from the 2012 peak of 70K from coal mining across Australia, and cuts are ongoing. Indirect employment material. 3. Terms of trade: BZE estimates the collapse in the pricing of iron ore, coal and LNG cuts A$100bn pa from Australia’s export revenues by 2030, a halving relative to government budget estimates of 2013/14. 3 May 2016, Carbon Brief, The global coal trade doubled in the decade to 2012 as a coal-fueled boom took hold in Asia. Now, the coal trade seems to have stalled, or even gone into reverse. This change of fortune has devastated the coal mining industry, with Peabody – the world’s largest private coal-mining company – the latest of 50 US firms to file for bankruptcy. It could also be a turning point for the climate, with the continued burning of coal the biggest difference between business-as-usual emissions and avoiding dangerous climate change. Germany’s “Energiewende”, which translates as energy transition, conjures up images of bright, sunlit fields scattered with wind turbines and solar panels. But to its critics, it is a story of continued reliance on coal. Both stories are illustrated in Carbon Brief’s new interactive map of Germany’s electricity generating capacity. Our series of charts show how the coal problem reveals the challenge of decarbonising heat, transport and industry – issues that have remained largely hidden in countries such as the UK. Carbon Brief has also published a timeline tracking the history of the Energiewende and the German government’s attempts to secure its future. German energy in 2016 In common with many other rich nations, Germany’senergy use is in decline, even as its economy grows. (There have been ups and downs: the first half of 2016 saw energy use increase by nearly 2% year-on-year). Germany used 320 million tonnes of oil equivalent (Mtoe) in 2015, the same amount as in 1975. UK energy use has fallen even further, and is now at 1960s levels. (To clarify, this is referring to all energy used by the countries, not just electricity.) Oil overtook coal as Germany’s number one fuel in the early 1970s and today accounts for more than a third of the total. Coal use roughly halved between 1965 and 2000. November 2014 – The Fossil Fuel Bailout: G20 subsidies for oil, gas and coal exploration report: Governments across the G20 countries are estimated to be spending $88 billion every year subsidising exploration for fossil fuels. Their exploration subsidies marry bad economics with potentially disastrous consequences for climate change. In effect, governments are propping up the development of oil, gas and coal reserves that cannot be exploited if the world is to avoid dangerous climate change. This report documents, for the first time, the scale and structure of fossil fuel exploration subsidies in the G20 countries. The evidence points to a publicly financed bailout for carbon-intensive companies, and support for uneconomic investments that could drive the planet far beyond the internationally agreed target of limiting global temperature increases to no more than 2ºC. It finds that, by providing subsidies for fossil fuel exploration, the G20 countries are creating a ‘triple-lose’ scenario. They are directing large volumes of finance into high-carbon assets that cannot be exploited without catastrophic climate effects. They are diverting investment from economic low-carbon alternatives such as solar, wind and hydro-power. And they are undermining the prospects for an ambitious climate deal in 2015. The report said that the United States and Australia paid the highest level of national subsidies for exploration in the form of direct spending or tax breaks. Overall, G20 country spending on national subsidies was $23 billion. In Australia, this includes exploration funding for Geoscience Australia and tax deductions for mining and petroleum exploration. The report also classifies the Federal Government’s fuel rebate program for resources companies as a subsidy.
