Latest News 5 December 2015, The Spectator, An age of climate realism is upon us. At last, cooler heads are prevailing….The Paris meeting is not even attempting to achieve what the 2009 Copenhagen summit failed to do: reach a legally binding treaty on cutting CO2 emissions. Instead, the aim is to replace the legally binding targets of the Kyoto Protocol (which runs out in 2020) with voluntary pledges tailored to the national considerations of individual countries. In short, the Paris climate deal will mean abandoning the notion of making decarbonisation legally binding — at least for the time being. Even so, governments from around the world are keen to sign an agreement that will allow political leaders to declare a victory, and to move on. At the same time, officials readily accept that painful decisions will be kicked into the long grass. Thus, the Paris accord is likely to be a ‘wait and see’ arrangement which, for the next decade at least, suspends any attempt of reaching a binding decarbonisation treaty. Such an outcome will almost certainly trigger a fundamental reassessment of Europe’s go-it-alone-no-matter-what-the-costs decarbonisation policies. Why has it proven impossible for such summits to make the kind of progress that was, until recently, billed as a matter of saving the world? Firstly, policies that commit western governments to unilateral decarbonisation have turned out to be more costly and politically toxic than conventional wisdom proclaimed. Rather than running out of fossil fuels — and thereby making renewable energy more competitive — the US shale revolution and the prospect of its global proliferation has triggered a glut of cheap oil and gas. Fuel prices have fallen and look set to remain low for the foreseeable future. As a result, the bridge to a world powered by renewable energy has become longer rather than shorter. COP21: As some of the world’s political leaders strive to save the planet from overheating, others still see increased coal burning as the answer to their future energy needs. More than 2,400 coal power plants already under construction or planned will have to be cancelled if the planet is not to overheat by more than 2˚C, according to an analysis released at the COP21 climate summit in Paris. Even if existing plants are allowed to continue producing electricity beyond 2030 until the end of their technical lifetimes, the world will reach temperatures that risk runaway climate change, says the report by Climate Action Tracker (CAT). The report assessed the impact of planned new coal plants globally, and found that the several of the 28 European Union members states (EU28) planned to replace existing coal stations with new ones. The EU 28 and eight large countries assessed − China, India, Indonesia, Japan, South Africa, South Korea, the Philippines and Turkey – that each plan to build new plants will together add nearly half the world’s total – 2,011 power stations. Plans undermined The report makes clear that the efforts of the 195 countries meeting in Paris to reduce carbon dioxide emissions will be undermined unless plans to replace old coal plants with new ones are scrapped. Read More here 25 November 2015, Renew Economy, Australia can meet its Kyoto target – but “real emissions” will not fall to -5% by 2020. In line with our earlier update, Environment Minister Greg Hunt will today announce that Australia’s greenhouse gas abatement task to meet its 2020 emissions reduction target has fallen “below zero”, meaning that Australia will meet its 2020 target. While we will officially meet our Kyoto target, Australian emissions will not fall to -5 per cent on 2000 levels by 2020. Australian emissions are projected to grow from today (currently -2 per cent on 2000 levels) through to 2020, increasing 6 per cent to be plus 4 per cent on 2000 levels by 2020, well short of the -5 per cent target. As global leaders pull up a seat around the negotiating table in Paris in the next fortnight, there is no doubt discussion will quickly turn to the carbon budget and how to spend it. That’s the budget that will determine whether the world stays under two degrees of warming or sails into the unchartered waters of three, four or even a five-degree temperature increase. No one imagines that decision will be made this December at this Conference of the Parties. However to retain any hope of a safe and stable climate, the next decade will see debate around the division of the world’s carbon budget front and centre of discussions between nations, scientists, economists and financial analysts. It’s the gravitational pull of this discussion that will ensure the now heated debate surrounding divestment versus engagement as the most effective form of shareholder activism gets a more forensic examination. Certainly the debate is a now a fairly regular presence in the media, as individual and institutional investors become increasingly wary of the environmental, social and long-term financial risks posed by various holdings within their portfolios. In the last few years the issue’s profile has been raised in response to the fossil fuel divestment movement. Pressure for change is growing from within the community, fuelled in part by a growing awareness of how personal finances are being invested by banks and other institutions. This awareness is largely driven by technological change – investors now have access to more information than at any point in history – if BHP Billiton has a dam wall collapse the world knows within minutes. Read More here 23 March 2017, Renew Economy, Fairfax joins media hysteria over post-Hazelwood “blackouts”. The warnings of blackouts provoked by the imminent closure of the Hazelwood brown coal generator in Victoria– already so prevalent on right wing blogs, the Murdoch media and the ABC – reached fever pitched proportions on Thursday. Fairfax Media led the front page of The Age newspaper (see image right) with an “exclusive” story that warned of 72 days of potential blackouts across the state over the next two summers. “Victoria’s energy security has been thrown into question, with the state facing an unprecedented 72 days of possible power supply shortfalls over the next two years following the shutdown of the Hazelwood plant next week,” the story by Josh Gordon begins. And how does it come to this breathless conclusion? Fairfax, like other media, such as the ABC’s political editor, Chris Uhlmann, is basing the forecasts of blackouts on this graph that appears on the website of the Australian Energy Market Operator. It purports to show – in the light red at the top – the periods when Victoria could face a shortfall of supply. The graph for South Australia is even more dramatic. But is that really what is says? Blackouts all summer? Not at all, says the AEMO – a reply they would happily give anyone who bothered to ask. It actually shows the most extreme demand scenarios that it can think of – a one in ten year likelihood in this case – and graphs that over and above what it considers to be the “average” supply. Repeat. That is average supply, not total supply available. Assuming this would lead to blackouts is a bit like saying that someone who walks to the ocean edge at low tide risks getting wet when the tide comes in, and they don’t move. There is plenty of excess capacity that can meet that demand. This graph, is a section known as its Mtpasa forecasts, is basically a heads up that the tide will come in, and generator owners might want to think about maintenance planning, switching them on etc etc, to take it into account. Read More here 9 March 2017, The Guardian, Renewable energy spike led to sharp drop in emissions in Australia, study shows. A sharp drop in Australia’s greenhouse gas emissions at the end of last year came courtesy of a spike in renewable energy generation in a single month, according to a new study. Australia’s emissions fell by 3.57m tonnes in the three months to December, putting them back on track to meet quarterly commitments made in Paris after a blowout the previous quarter. The fall is the largest for the quarter since the government began recording emissions in 2001. The report’s authors said this was entirely due to record levels of hydro and wind generation in October. This brought emissions for the year to December to below the year to December 2015. But projected emissions for the December quarter were still 6.89m tonnes over levels demanded by scientifically based targets set by the government’s Climate Change Authority. And, long term, the results show Australia is set to run more than 300m tonnes over what is required to meet its Paris targets in 2030. Read More here 8 March 2017, Renew Economy, Queensland govt slaps down LNP, Murdoch over renewable scares. The Queensland government has attacked the LNP opposition and the Murdoch media for unfounded, baseless and “lazy” criticism of its plans to source 50 per cent of its electricity needs from renewable energy by 2030. The conservative LNP has been getting a big run in the Murdoch press with a new anti-renewables campaign, which has wound up significantly since the start of the year with a host of new solar projects that will add 1GW of solar power to the state’s grid….. That means that the Queensland government will not be in the same position as South Australia, which has had to watch with growing frustration as the private owners of the biggest gas plants in the state decide not to switch on during high demand periods, claiming they can find no economic incentive to help keep the lights on for their customers. On the subject of South Australia, premier Jay Weatherill said the state had no intention of rowing back on its 2025 target of 50 per cent renewables, saying to do so it would have to effectively “physically prevent” developments in their tracks. That much is true, because the build-out of the Hornsdale wind farm and the Tailem Bend solar project will take the state to 50 per cent wind and solar by the end of this year. Weatherill says the biggest threat to power prices in South Australia is the lack of competition among generators, something that can addressed by having more renewable energy and other technologies such as battery storage. It didn’t take long after the failure of South Australia’s two biggest gas plants late on Friday afternoon for the abuse to start flowing. “Renewables, absolute frigging BS,” wrote one correspondent in an email to RenewEconomy within a few hours of the sudden loss of 600MW of gas-fired generation. “What a lot of crap this renewable story is.” It happens all the time. + When a storm knocks down three power lines in September, the immediate reaction is to blame renewables; + when a condenser in Victoria hits the ground and takes out the main inter-connector, forcing rolling stoppages in South Australia, the immediate reaction is to blame renewables; + when more storms take down power lines after Christmas, causing more outages in South Australia, the blame is put on wind and solar; + and when the market operators turn out to be the only people in South Australia unaware of a pending heat wave, forcing them to miscalculate a demand surge and impose rolling stoppages, it was once again the fault of renewable energy. Friday’s events, however, took this blame game to a new level. Some sort of explosion occurred at the Torrens Island gas plant, starting fires and causing three units (totalling 400MW) to suddenly trip off and lose power, and causing the Pelican Point gas generator (210MW) to do the same…..Apparently, though, it’s all the fault of renewables, a conclusion drawn from the same twisted logic that supports the gun lobby in the US. As Don Russell wrote in The Monthly, guns killed 301,797 people in the US between 2005, and 2015 (and terrorists killed 95), but it wasn’t guns but restrictions on guns that was cited as being the fourth greatest fear in the US. Read More here 14 January 2022, The Conversation, This WA town just topped 50℃ – a dangerous temperature many Australians will have to get used to. While Australians are used to summer heat, most of us only have to endure the occasional day over 40℃. Yesterday though, the temperature peaked at 50.7℃ in Onslow, a small Western Australian town around 100km from Exmouth. Remarkably, the town sits right next to the ocean, which usually provides cooling. By contrast, the infamously hot WA town of Marble Bar has only reached 49.6℃ this summer, despite its inland location. If confirmed, the Onslow temperature would equal Australia’s hottest on record set in Oodnadatta, South Australia, in January 1960. It would also mark only the fourth day over 50℃ for an Australian location since reliable observations began… Even if we keep global warming below 2℃ in line with the Paris Agreement, we can still expect to see our first 50℃ days in Sydney and Melbourne in coming years. In January 2020 the Western Sydney suburb of Penrith came very close, reaching 48.9℃. Read more here. 16 December 2021, The Conversation, Grattan on Friday: Pesky female independent candidates are the PM’s latest ‘women problem’. Scott Morrison and his government enter the new year with a fresh iteration of the “women problem”. This is the multiple high-profile female independents contesting a number of Liberal seats. It’s not that the next parliament is likely to see a big influx of new lower house crossbenchers. ABC election analyst Antony Green points out that, to win, independents in these seats would need a 25-30% primary vote and to push the Liberal vote down to about 45%. One of these aspirants may succeed, two if they were extremely lucky. Perhaps the drive will end up nothing more than colour and movement. But however it goes, their challenges bring serious campaign trouble for Morrison. Strong female candidates casting themselves as representatives, or “voices”, of their communities are standing in North Sydney, Mackellar, Wentworth, Hughes and Hume in NSW, and in Goldstein, Kooyong and Flinders in Victoria. But what about the lower house? How MPs get elected is important. The answer lies in the system used to elect candidates to the House of Representatives. Read more here. 13 December 2021, The Washington Post, Crucial Antarctic ice shelf could fail within five years, scientists say. Scientists have discovered a series of worrying weaknesses in the ice shelf holding back one of Antarctica’s most dangerous glaciers, suggesting that this important buttress against sea level rise could shatter within the next three to five years. Until recently, the ice shelf was seen as the most stable part of Thwaites Glacier, a Florida-sized frozen expanse that already contributes about 4 percent of annual global sea level rise. Because of this brace, the eastern portion of Thwaites flowed more slowly than the rest of the notorious “doomsday glacier.” But new data show that the warming ocean is eroding the eastern ice shelf from below. Satellite images taken as recently as last month and presented Monday at the annual meeting of the American Geophysical Union show several large, diagonal cracks extending across the floating ice wedge. Read more here. 27 January 2025, Carbon Brief: A record surge of clean energy kept China’s carbon dioxide (CO2) emissions below the previous year’s levels in the last 10 months of 2024. However, the new analysis for Carbon Brief, based on official figures and commercial data, shows the tail end of China’s rebound from zero-Covid in January and February, combined with abnormally high growth in energy demand, stopped CO2 emissions falling in 2024 overall. While China’s CO2 output in 2024 grew by an estimated 0.8% year-on-year, emissions were lower than in the 12 months to February 2024. Other key findings of the analysis include: As ever, the latest analysis shows that policy decisions made in 2025 will strongly affect China’s emissions trajectory in the coming years. In particular, both China’s new commitments under the Paris Agreement and the country’s next five-year plan are being prepared in 2025. For the third year in a row, global carbon dioxide emissions from fossil fuels and industry have barely grown, while the global economy has continued to grow strongly. This level of decoupling of carbon emissions from global economic growth is unprecedented.Global CO₂ emissions from the combustion of fossil fuels and industry (including cement production) were 36.3 billion tonnes in 2015, the same as in 2014, and are projected to rise by only 0.2% in 2016 to reach 36.4 billion tonnes. This is a remarkable departure from emissions growth rates of 2.3% for the previous decade, and more than 3% during the 2000’s. To Read More and download report The 2006 UK government commissioned Stern Commission Review on the Economics of Climate Change is still the best complete appraisal of global climate change economics. The review broke new ground on climate change assessment in a number of ways. It made headlines by concluding that avoiding global climate change catastrophe was almost beyond our grasp. It also found that the costs of ignoring global climate change could be as great as the Great Depression and the two World Wars combined. The review was (still is) in fact a very good assessment of global climate change, which inferred in 2006 that the situation was a global emergency. Read More here The Garnaut Climate Change Review was commissioned by the Commonwealth, state and territory governments in 2007 to conduct an independent study of the impacts of climate change on the Australian economy. Prof. Garnaut presented The Garnaut Climate Change Review: Final Report to the Australian Prime Minister, Premiers and Chief Ministers in September 2008 in which he examined how Australia was likely to be affected by climate change, and suggested policy responses. In November 2010, he was commissioned by the Australian Government to provide an update to the 2008 Review. In particular, he was asked to examine whether significant changes had occurred that would affect the analysis and recommendations from 2008. The final report was presented May 2011. This is one carbon budget that Australia has already blown. Economist and climate change advisor Professor Ross Garnaut has delivered a withering critique of Australia’s economic policies and investment patterns, saying the cost of misguided over-investment in the recent mining boom would likely outweigh the cost of climate action over the next few decades. Read More here Live generation of electricity by fuel type Fossil Fuel Subsidies – The Age of entitlement continues 24 June 2014, Renew Economy, Age of entitlement has not ended for fossil fuels: A new report from The Australia Institute exposes the massive scale of state government assistance, totalling $17.6 billion over a six-year period, not including significant Federal government support and subsidies. Queensland taxpayers are providing the greatest assistance by far with a total of $9.5 billion, followed by Western Australia at $6.2 billion. The table shows almost $18 billion dollars has been spent over the past 6 years by state governments, supporting some of Australia’s biggest, most profitable industries, which are sending most of the profits offshore. That’s $18 billion dollars that could have gone to vital public services such as hospitals, schools and emergency services. State governments are usually associated with the provision of essential services like health and education so it will shock taxpayers to learn of the massive scale of government handouts to the minerals and fossil fuel industries. This report shows that Australian taxpayers have been misled about the costs and benefits of this industry, which we can now see are grossly disproportionate. Each state provides millions of dollars’ worth of assistance to the mining industry every year, with the big mining states of Queensland and Western Australia routinely spending over one billion dollars in assistance annually. The Canadian tar sands is among the most carbon-intensive, highest-cost sources of oil in the world. Even prior to the precipitous drop in global oil prices late last year, three major projects were cancelled in the sector with companies unable to chart a profitable path forward. Since the collapse in global oil prices, the sector has been under pressure to make further cuts, leading to substantial budget cuts, job losses, and a much more bearish outlook on expansion projections in the coming years. Access Lock the Gate fact sheets here 2014: Parliament of Victoria Research Paper: Unconventional Gas: Coal Seam Gas, Shale Gas and Tight Gas: This Research Paper provides an introduction and overview of issues relevant to the development of unconventional gas – coal seam, shale and tight gas – in the Australian and specifically Victorian context. At present, the Victorian unconventional gas industry is at a very early stage. It is not yet known whether there is any coal seam gas or shale gas in Victoria and, if there is, whether it would be economically viable to extract it. A moratorium on fracking has been in place in Victoria since August 2012 while more information is gathered on potential environmental risks posed by the industry. The parts of Victoria with the highest potential for unconventional gas are the Gippsland and Otway basins. Notably, tight gas has been located near Seaspray in Gippsland but is not yet being produced. There is a high level of community concern in regard to the potential impact an unconventional gas industry could have on agriculture in the Gippsland and Otway regions. Industry proponents, however, assert that conventional gas resources are declining and Victoria’s unconventional gas resources need to be ascertained and developed. Read More here 28 January 2015, ABC News, Coal seam gas exploration: Victoria’s fracking ban to remain as Parliament probes regulations: A ban on coal seam gas (CSG) exploration will stay in place in Victoria until a parliamentary inquiry hands down its findings, the State Government has promised. There is a moratorium on the controversial mining technique, known as fracking, until the middle of 2015. The Napthine government conducted a review into CSG, headed by former Howard government minister Peter Reith, which recommended regulations around fracking be relaxed. Labor was critical of the review, claiming it failed to consult with farmers, environmental scientists and local communities. The public hearings have not yet started, however the Terms of Reference have been released. The state government’s promised Inquiry into Unconventional Gas has now been formally announced, with broad terms of reference (TOR). FoE’s response to the TOR is available here. The Upper House Environment and Planning Committee will manage the Inquiry. You can find the Inquiry website here. The final TOR will be determined by the committee. Significantly, it is a cross party committee. The Chair is a Liberal (David Davis), and there is one National (Melinda Bath), one Green (Samantha Dunn), three from the ALP (Gayle Tierney, Harriet Shing, Shaun Leane), an additional MP from the Liberals (Richard Dalla-Riva), and one MP from the Shooters Party (Daniel Young). Work started by the previous government, into water tables and the community consultation process run by the Primary Agency, will be released as part of the inquiry.The moratorium on unconventional gas exploration will stay in place until the inquiry delivers its findings. The interim report is due in September and the final report by December. There is the possibility that the committee will amend this timeline if they are overwhelmed with submissions or information. Parliament will then need to consider the recommendations of the committee and make a final decision about how to proceed. This is likely to happen when parliament resumes after the summer break, in early 2016. Quit Coal is a Melbourne-based collective that campaigns against the expansion of the coal and unconventional gas industries in Victoria. Quit Coal uses a range of tactics to tackle this problem. We advise the broader Victorian community about plans for new coal and unconventional gas projects, we put pressure on our government to stop investing in these projects, and we help to inform and mobilise Victorian communities so they can campaign on their own behalf. These areas are held by companies to undertake exploration activity. A small bond is held by government in case of any damage. If a company wants to progress the project it needs to obtain a mining licence. Exploration Licence applications are marked with an asterix in the Places Index eg. EL4684*. Yellow areas: Mining Licences (MIN). A mining licence is granted with the expectation that mining will occur. A larger bond is paid to government. Green areas: Exploration licences that have been withdrawn or altered due to community concern. Green outline: Existing mines within Mining Licences. Purple areas: Geological Carbon Storage Exploration areas for carbon capture and storage. On-shore areas have been released by the State Government, while off-shore areas have been released by the Federal Government. To view full presentation go here Economic Implications for Australia 83% of Australian coal mines are foreign owned, hence direct leverage of fossil fuels to the ASX is relatively small at 1-2%. However, for Australia the exposure is high, time is needed for transition and the new industry opportunities are significant: 1. Energy Infrastructure: Australia spends $5-10bn pa on electricity / grid sector, much of it a regulated asset base that all ratepayers fund much of it stranded. BNEF estimate of Australia’s renewable energy infrastructure investment for 2015-2020 was cut 30% from A$20bn post RET. Lost opportunities. 2. Direct employment: The ABS shows a fall of ~20k from the 2012 peak of 70K from coal mining across Australia, and cuts are ongoing. Indirect employment material. 3. Terms of trade: BZE estimates the collapse in the pricing of iron ore, coal and LNG cuts A$100bn pa from Australia’s export revenues by 2030, a halving relative to government budget estimates of 2013/14. Coal was 25% of NSW’s total A$ value of exports in 2013/14 (38% of Qld). Australia will be #1 globally in LNG by 2018. 4. The financial sector: is leveraged to mining and associated rail port infrastructure. WICET 80% financed by banks, mostly Australian. This change of fortune has devastated the coal mining industry, with Peabody – the world’s largest private coal-mining company – the latest of 50 US firms to file for bankruptcy. It could also be a turning point for the climate, with the continued burning of coal the biggest difference between business-as-usual emissions and avoiding dangerous climate change. November 2014 – The Fossil Fuel Bailout: G20 subsidies for oil, gas and coal exploration report: Governments across the G20 countries are estimated to be spending $88 billion every year subsidising exploration for fossil fuels. Their exploration subsidies marry bad economics with potentially disastrous consequences for climate change. In effect, governments are propping up the development of oil, gas and coal reserves that cannot be exploited if the world is to avoid dangerous climate change. This report documents, for the first time, the scale and structure of fossil fuel exploration subsidies in the G20 countries. The evidence points to a publicly financed bailout for carbon-intensive companies, and support for uneconomic investments that could drive the planet far beyond the internationally agreed target of limiting global temperature increases to no more than 2ºC. It finds that, by providing subsidies for fossil fuel exploration, the G20 countries are creating a ‘triple-lose’ scenario. They are directing large volumes of finance into high-carbon assets that cannot be exploited without catastrophic climate effects. They are diverting investment from economic low-carbon alternatives such as solar, wind and hydro-power. And they are undermining the prospects for an ambitious climate deal in 2015. The report said that the United States and Australia paid the highest level of national subsidies for exploration in the form of direct spending or tax breaks. Overall, G20 country spending on national subsidies was $23 billion. In Australia, this includes exploration funding for Geoscience Australia and tax deductions for mining and petroleum exploration. The report also classifies the Federal Government’s fuel rebate program for resources companies as a subsidy.
