There is almost universal agreement that carbon policy is or should be a Federal issue. That is clearly something that the Federal Government should be involved in as it involves Australia’s international status and obligations. But that is the one area that the Federal Government is not touching. Despite Finkel, despite our COP 21 obligations, the Federal Government does nothing. No electricity policy, no vehicle emission standards, no policy in other areas of the economy responsible for half of Australia’s emissions. Perhaps the very worst thing, of the many to choose from, about the Liddell negotiation is the gross misuse of the AEMO report. This is only possible because the media is too busy, to put it kindly, to do its homework. The definition of a “problem” is when forecast “Unserved Energy (blackouts)” exceeds the desired reliability standard. That is not the whole story, but if you want one metric, it’s that. unfortunately, AEMO didn’t draw its graph relating to NSW all that clearly. We have attempted to do better, using the .xls data that AEMO provides. AEMO does not forecast a problem and if more renewables are built, the standard will be easily met. Read More here

31 August 2017, Renew Economy, Turnbull’s new energy target: Drop the “clean” and ignore climate. The Turnbull government’s draft outline of a clean energy target reportedly attempts to divorce the mechanism from emission reduction trajectories, in the latest sign of the Coalition’s commitment to coal and its attempts to put the brakes on a rapid transition to a renewables-based grid. According to a report in the Guardian on Thursday, a draft document circulated by energy minister Josh Frydenberg’s office to COAG energy ministers last Friday attempts to water down the already weak climate ambitions of the Finkel review, which recommended a CET be adopted. According to the Guardian, the draft removes a key recommendation for an agreed emissions trajectory for the electricity system, and even removes recommendations for subsidised solar and batteries for low-income houses. The Finkel report itself was considered to be a sop to the climate deniers, because it took into account only the target set in place by the Abbott government – a 26-28 per cent reduction by 2030 which is widely considered to be completely inadequate to meet the Paris goals of capping global warming “well below” 2°C. The Finkel Review envisaged that the share of renewable energy in Australia might rise to 42 per cent by 2030, but that coal would still be supplying power as late as 2070 – decades beyond where most climate scientists consider it safe to do so. But while the government has adopted 49 of the 50 Finkel recommendations, the introduction of a CET has caused a blockage, principally because it would provide no financial incentive to build new coal. The revelations from the Guardian came as Turnbull back-tracked on comments earlier in the week about the government’s desire for a new coal-fired generator. After saying on Monday he had no plans to build a new coal plant, Turnbull told media after a meeting with utility CEOs – who all think the idea of a new coal plant is ridiculous – that the Northern Australia Infrastructure Facility may still invest in a new facility. You could be forgiven for thinking the answer is no. Just this week The Australian has run a series of articles attacking the Bureau of Meteorology’s weather observations. Meanwhile, the federal and Queensland governments continue to promote Adani’s planned coal mine, despite considerable environmental and economic obstacles. And Australia’s carbon dioxide emissions are rising again. So far, so familiar. But something has changed. Those at the top of Australian politics are no longer debating the existence of climate change and its causes. 4 August 2017, The Conversation, Australia’s greenhouse gas emissions soar in latest figures. Figures reveal trend of increasing emissions since the carbon tax was repealed in 2014 and cast doubt on whether Australia can meet cuts in Paris agreement. Australia’s greenhouse gas emissions are rising to the highest figures seen in years, according to official government figures, increasing 1.6% in the last quarter and 1% in the past year. The country’s emissions in the year to March 2017 are the highest on record at 550.3m tonnes of CO2 equivalent when emissions from land use change are excluded – a sector where the government says its figures have a high degree of uncertainty. The country’s emissions rose by 1.6m tonnes in the quarter to March 2017, or by 1.1% – a figure that is the same whether estimations of land use emissions are taken into account or not. After adjusting for seasonal effects, the department of environment and energy says the rise amounts to a 1.6% rise in the quarter. The rise is particularly striking given emissions almost always drop in the March quarter. The only other March rise was more than a decade ago and by 0.4m tonnes. The figures reveal a clear trend of increasing greenhouse gas emissions since the carbon tax was repealed in 2014 – a trend that runs counter to Australia’s international commitments. Superimposed on promised cuts to emissions made after the Paris climate agreement, Australia appears to be moving further away from being able to meet them – a trend that was predicted by the government’s own projections earlier in the year, which found emissions would continue to rise for decades to come.
