Governments must act immediately to end conflicts and counter the impact of climate disruption so as to avoid a humanitarian catastrophe affecting millions. The global humanitarian system, designed to save those at risk of dying because of human or natural disasters, faces unprecedented demands in 2016 from levels of strain it has never before had to face, a leading development agency says. With more than 10 million people in a single African country expected to need international help next year, Oxfam says the effects of a super El Niño will intensify the pressures on a system already struggling to help people devastated by conflict.If governments act now, Oxfam says, relief can reach those in the greatest need while there is still time. But if they don’t the crisis will overwhelm it and its counterparts who provide relief, and they will not be able to save those at risk.Oxfam estimates the El Niño weather system could leave tens of millions of people facing hunger, water shortages and disease next year, and says it is already too late for some regions to avoid a major emergency.In Ethiopia the government estimates that 10.2 million people will need humanitarian assistance in 2016, at a cost of US$1.4 billion, because of a drought which is being exacerbated by El Niño. COP21: Climate change means that temperate Europe faces the twin threat of life-threatening heatwaves and periods of bitter cold over the next 20 years. New research warns that longer, hotter and more frequent heatwaves than those that killed 55,000 Russians in 2010, or 72,000 in France, Portugal, Italy, the Netherlands, Germany and the UK in 2003, will hit Europe in the next two decades. But, over the same period, Europe could also begin to get colder as a consequence of a drop in solar activity, and a century-long chill could be on the way, according to a study of long-period climate cycles. And if global warming accelerates, and average global ocean temperatures rise by 6°C or more, most of the living, breathing world could in any case begin to suffocate, according to ominous calculations by a mathematician. At some point, the providers of oxygen could begin to perish. All three uncomfortable projections were published as 30,000 delegates, politicians, observers, pressure groups, and journalists gathered in Paris for COP21, the UN summit on climate change, which is meeting to try to forge an agreement that could, ultimately, limit global warming to a planetary average of 2°C or less. Magnitude index Simone Russo, a geophysicist, and colleagues from the European Union Joint Research Centre at Ispra in Italy report in Environmental Research Letters that they developed a heatwave magnitude index to cope with a problem once considered improbable for temperate Europe − extremes of heat. The index is a tool for statistical analysis, and provides a way of matching bygone events with possible future extremes. COP 21: New study informs Paris summit delegates that extreme weather in the last two decades has claimed well over half a million lives and cost trillions of dollars. In the 20 years since the first UN conference on climate change, weather-related disasters have claimed 606,000 human lives, damaged or destroyed 87 million homes, and injured, displaced or left helpless a total of 4.1 billion people. A new study from the UN Office for Disaster Risk Reduction (UNISDR) demonstrates that 90% of all disasters are now weather-related. And the average of 335 weather-related disasters per year in the last 10 years is twice that recorded between 1985 and 1995. The report, The Human Cost of Weather-Related Disasters 1995-2015, is intended to focus attention during the UN climate change conference – which opens in Paris on Monday − on the damage already inflicted by global warming as a consequence of rising levels of greenhouse gases in the atmosphere, in turn as a consequence of the human combustion of fossil fuels and the destruction of the planet’s forests. Weather-related disasters such as floods and heatwaves have occurred almost daily in the past decade, almost twice as often as two decades ago, with Asia being the hardest hit region, a U.N. report said on Monday. While the report authors could not pin the increase wholly on climate change, they did say that the upward trend was likely to continue as extreme weather events increased. Since 1995, weather disasters have killed 606,000 people, left 4.1 billion injured, homeless or in need of aid, and accounted for 90 percent of all disasters, it said. A recent peak year was 2002, when drought in India hit 200 million and a sandstorm inChina affected 100 million. But the standout mega-disaster was Cyclone Nargis, which killed 138,000 in Myanmar in 2008. While geophysical causes such as earthquakes, volcanoes and tsunamis often grab the headlines, they only make up one in 10 of the disasters trawled from a database defined by the impact. The report, called “The Human Cost of Weather Related Disasters”, found there were an average of 335 weather-related disasters annually between 2005 and August this year, up 14 percent from 1995-2004 and almost twice as many as in the years from 1985 to 1994. “While scientists cannot calculate what percentage of this rise is due to climate change, predictions of more extreme weather in future almost certainly mean that we will witness a continued upward trend in weather-related disasters in the decades ahead,” the report said.
