The danger of gala events like the official signing of the climate change treaty at the UN in New York on Friday, crowned with a guest appearance from Leonardo DiCaprio and with 60 heads of state in attendance, is the impression they create that the job is done. It was certainly a spectacular demonstration of global intent to get more than 170 signatures on the deal agreed in Paris in December at the first time of asking; but what matters is making it legally binding. For that, it must be not just signed but ratified by at least 55 countries, and it must cover 55% of emissions. Nor does the Paris deal go far enough. It was only a step on a long, hard road. The targets that each country set themselves do not go nearly far enough. Now the gap between reality and the ambition of holding global warming below 2C needs addressing. 12 April 2016, Carbon Brief, In-depth: Experts assess the feasibility of ‘negative emissions’. To limit climate change to “well below 2C”, as nations agreed to do in Paris last December, modelling shows it is likely that removing carbon dioxide emissions from the atmosphere later on this century will be necessary. Scientists have imagined a range of “negative emissions” technologies, or NETs, that could do just that, as explained by Carbon Brief yesterday. But are any of them realistic in practice? Carbon Brief reached out to a number of scientists, policy experts and campaigners who have studied both the necessity and feasibility of negative emissions. We sent them the following identical email: The Paris Agreement calls for “holding the increase in the global average temperature to well below 2C above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5C above pre-industrial levels”. However, as the IPCC AR5 report showed, the majority of modelling to date assumes a significant global-scale deployment of negative emissions technologies in the second half of this century, if such temperature limits are to be achieved.

31 March 2016, Action on HFC’s Heats Up, We’re seeing new movement toward phasing down the fastest-growing group of greenhouse gases – hydrofluorocarbons, or HFCs. These chemicals are widely used in refrigerators, air conditioners, foam products, and aerosols. And while they don’t stay in the atmosphere long, they can trap 1,000 times or more heat compared to carbon dioxide. This week, the U.S. Environmental Protection Agency (EPA) proposed new regulations demonstrating its commitment to limiting the use of HFCs domestically. It proposed changes to its significant new alternatives program (SNAP) aimed at expanding the list of acceptable alternatives that minimize impacts on global warming while also restricting the use of HFCs in sectors where alternatives are now available. EPA estimates the proposed rule could avoid up to 11 million metric tons of carbon dioxide equivalent in 2030, which is equal to the energy-related emissions from about one million homes for one year. Internationally, one sign of growing support for acting on HFCs came this month during the first visit by a U.S. president to Argentina in almost two decades. President Obama and newly elected Argentinian President Mauricio Macri explored opportunities to partner to address global challenges like climate change. They affirmed their commitment to take action this year to amend the Montreal Protocol to phase down HFCs, which are substitutes for ozone-depleting chlorofluorocarbons (CFCs) that were successfully phased out under the 1989 Montreal Protocol. The two leaders also endorsed the understandings reached at the Dubai Montreal Protocol meeting in November 2015 on financial support for developing countries to implement an HFC phasedown. A key opportunity will come next week when Montreal Protocol negotiators meet in Geneva to build on the progress made toward reaching agreement this year on an HFC phasedown amendment. Overcoming challenges The April meeting will consider a range of issues including: the availability of low global warming alternatives; guidelines for the Multilateral Fund in supporting developing country strategies for reducing HFCs; and legal aspects related to the UN Framework Convention on Climate Change. 30 March 2016, Energy Post, European dash for gas at odds with climate ambitions. European energy and European climate policies, although often portrayed as being two sides of the same coin, are still not sufficiently harmonised, writes Stefan Bößner, Research Fellow at the Stockholm Environment Institute. The EU’s new LNG and gas storage strategy serves as a prime example where EU energy security concerns work against climate protection efforts. The strategy is likely to lead to costly investments into infrastructure which may not be needed and which come at the cost of other options to enhance climate protection and energy security. The European Union often claims leadership on climate change. The EU not only saved the Kyoto Protocol by convincing Russia to join but also pushed for an ambitious climate agreement prior to the Paris Climate Conference (COP 21) last December. It is the only developed economy of comparable size that sources 26% of its energy needs from low-carbon sources and its 2030 goals to reduce emissions by 40% are among the most ambitious in the world. So far so good. The European Commission acknowledges the importance of “avoiding the ‘lock-in’ of high emissions infrastructure and assets.” But tis is exactly what might happen when one looks at the EU’s recent LNG and gas strategy. But despite those ambitions, the EU is likely to miss its contribution to limit global warming to two degrees (as decided upon in the Paris Agreement). And while some member states demand to raise the EU’s climate ambitions others refuse to do so, illustrating existing frictions between EU and member state policy making.
