25 August 2016, DESMOG, Landmark Climate Bill Passed By California Legislature. After an intense lobbying spree and threats from Governor Jerry Brown to take the measure directly to voters via ballot initiative should it fail to pass, Senate Bill 32 (SB 32) was approved by the California legislature yesterday. When it is signed into law by Brown, SB 32 will extend the climate targets adopted by the state under Assembly Bill 32 (AB32), the Global Warming Solutions Act of 2006, which required California to reduce greenhouse gas emissions to 1990 levels by 2020. The state is well on pace to meet the emissions targets set by AB 32, which is credited with having spurred developments that contributed $48 billion to California’s economy over the past 10 years while creating a half million jobs.SB 32 — together with a second bill that the state legislature just passed and Brown plans to sign, Assembly Bill 197 (AB 197) — will require the state to slash emissions to 40 percent below 1990 levels by 2030, as well as to create a committee to oversee California’s climate programs. The measures will also “prod regulators to take stronger action to cut pollution from refineries and other facilities,” especially in low-income and minority communities, according to the LA Times. “Yesterday, big oil bought a full-page ad in the capital city’s newspaper of record to halt action on climate,” Brown noted. “Today, the Assembly Speaker, most Democrats and one brave Republican passed SB 32, rejecting the brazen deception of the oil lobby and their Trump-inspired allies who deny science and fight every reasonable effort to curb global warming. I look forward to signing this bill — and AB 197 — when they land on my desk.”  Diane Regas, Executive Director of the Environmental Defense Fund, said that the state of California, in passing the bills, had extended its climate leadership position for another generation. “As major economies work under the Paris Agreement to strengthen their plans to cut pollution and boost clean energy, California, once again, is setting a new standard for climate leadership worldwide,” she said in a statement. 30 May 2016, The Guardian, Homeowners kept in dark about climate change risk to houses, says report. Climate Institute says risk data held by regulators, state and local governments, insurers and banks, but homebuyers and developers do not have access to it. The risk that houses in some areas of Australia are likely to become uninsurable, dilapidated and uninhabitable due to climate change is kept hidden from those building and buying property along Australia’s coasts and in bushfire zones, a Climate Institute report says. The report says there is untapped and unshared data held by regulators, state and local governments, insurers and banks on the level of risk, but that most homebuyers and developers are not told about the data and do not have access to it. The full scale of risk may only be recognised through disaster or damage, or when insurance premiums become unaffordable Climate Institute report. “Even when public authorities, financial institutions and other stakeholders possess information about current and future risk levels, they are sometimes unwilling, and sometimes unable, to share it with all affected parties,” the report released on Monday says. “Thus, foreseeable risks are allowed to perpetuate, and even to grow via new housing builds. The full scale of the risk may only be recognised either through disaster or damage, or when insurance premiums become unaffordable. Any of these events can in turn affect housing values.” The economic costs are high and could ultimately represent a real risk to the financial sector itself, the report says. While insurers, regulators and governments have started to recognise this risk, banks who approve the mortgages for at-risk properties have not yet begun working towards a solution. For example, the report says, banks could integrate the impact of climate into their risk assessment processes, work with other stakeholders in the public, private and civil society sectors to research and develop ways to minimise climate impact risk to housing, and address losses that will occur in an equitable way. We know climate action starts with cities. The Paris climate agreement, already signed by more than 175 countries, was successful in large part because national governments recognized cities’ progress in reducing carbon emissions. On Thursday, as world leaders gather in Washington DC to discuss how to reach the goals set in Paris, they should focus on helping cities do even more, and act faster, to reduce those emissions. Cities account for most of the world’s carbon emissions, and their share will continue to increase as cities increase in size. Today more than half of the world lives in cities, and by 2050, two-thirds will. Every day, the world’s cities grow by about 60 square kilometers – an area equal to New York City’s borough of Manhattan. How that growth takes shape in the next few years will determine whether we can avoid the worst impacts of climate change, and it will also have major economic and public health implications. Cities planned around affordable mass transit expand economic opportunity while cleaning the air we breathe. Smart buildings and land use save energy and protect people from extreme weather events, helping cities avoid enormous potential costs. Read More here

26 April 2016, The Conversation, Here’s how green infrastructure can easily be added to the urban planning toolkit. Urban planners are wary of green infrastructure, although they generally understand its benefits, as our recent Conversation article showed. But green infrastructure delivery can be achieved relatively simply through existing planning processes. Green infrastructure refers to standalone and strategically networked environmental features designed for environmental, social and economic benefits. Examples include permeable surfaces, green walls, green roofs and street trees. Benefits of green infrastructure include reduced urban heat, lower building energy demand and improved storm-water management. There may be drawbacks, but these can often be mitigated through good design. Issues include maintenance costs, tree roots, bushfire hazard and power-line interference. Urban planners are increasingly asked to create and deliver urban greening strategies. So how does green infrastructure delivery fit within the capabilities and remit of planning? Working through the planning process Planning systems play a key role in shaping the form and function of cities. Standardised planning processes are used globally. These include plan-making, development management, urban design and pre-planning consultations. Research by our group shows that green infrastructure can be delivered relatively easily using existing planning processes. It does not require major changes to established practice. Read More here
